Resolution approving a Substantial Amendment to the Fiscal Year 2019-2020 Annual Action Plan for the purpose of receiving Community Development Block Grant and Emergency Solutions Grant Coronavirus Response funds.

 

                     The Substantial Amendment to the FY 2019-2020 Action Plan contains the application for CDBG Coronavirus Response funds (CDBG-CV) and ESG Coronavirus Response Round 2 funds (ESG-CV2).

                     The County will receive $1,481,969.00 in CDBG-CV funds to be used to fund activities that mitigate the impacts of the Coronavirus pandemic (COVID-19) on low- and moderate-income residents.

                     The County will receive $3,997,774 in ESG-CV2 funds to be used to fund activities that mitigate the impacts of COVID-19 on individuals and families who are homeless or receiving homeless assistance and to support additional homeless assistance and homelessness prevention activities.

                     The Substantial Amendment to the FY 2019-2020 Annual Action Plan allows the County to receive CDBG-CV and ESG-CV2 funds and identifies the types of activities the County will undertake to respond to COVID-19.

                     Eligible CDBG-CV activities include, but are not limited to:

a.)                     Job training to expand the pool of health care workers and technicians that are available to treat disease within a community.

b.)                     Provide testing, diagnosis or other services at a fixed or mobile location.

c.)                     Increase the capacity and availability of targeted health services for infectious disease response within existing health facilities.

d.)                     Provide equipment, supplies, and materials necessary to carry-out a public service.

e.)                     Deliver meals on wheels to quarantined individuals or individuals that need to maintain social distancing due to medical vulnerabilities.

f.)                     Provide another public service that assists persons directly affected by COVID-19.

                     Eligible ESG-CV2 activities include the following homeless assistance activities:

a.)                     Street outreach

b.)                     Emergency shelter provision

c.)                     Homelessness prevention

d.)                     Rapid re-housing

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest applications, certifications, and HUD Grant Agreements, Specific Performance and Land Use Restriction Agreements, and Amendments; Authorize the Chairman to sign the Request for Release of Funds and Authority to Use Grant Funds; Authorize the Planning Director to serve as local administrator for the HUD Environmental Review Online System; and Authorize the Planning Department Director to sign and file necessary forms, reports, and other administrative documents.

Summary

The purpose of the Substantial Amendment to the FY 2019-2020 Annual Action Plan is to fulfill the application requirements for CDBG-CV and ESG-CV2 funding. The County will receive CDBG-CV and ESG-CV2 funding to mitigate the impact of COVID-19 on low- and moderate-income and homeless residents and to support additional homeless assistance and homelessness prevention activities.

Public notice of the proposed amendment was posted on the Community Development Division website on June 22, 2020. A five-day public comment period was also held from June 22, 2020 to June 27, 2020, soliciting citizen comment on the amendments.

On May 19, 2020, the Board approved a Substantial Amendment to the 2019-2020 Annual Action Plan for CDBG-CV and ESG-CV funding. HUD’s review of the Substantial Amendment resulted in multiple changes to the Substantial Amendment and approval of only the ESG-CV portion of the Substantial Amendment. On June 8, 2020, HUD notified the County that the waiver request to allow for the five-day comment period for CDBG-CV funding did not meet stated guidelines for citizen participation and that the County would need to allow for a new five-day comment period and adoption the Substantial Amendment again for the CDBG-CV funding.

On June 9, 2020, HUD published notification of the ESG CARES Act Round 2 funding, identifying the County’s ESG-CV2 allocation. The necessary updates to the Annual Action Plan for ESG-CV2 funding were incorporated into this Substantial Amendment.

Background Information:

On March 27, 2020, the Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136), approved $5 billion in supplemental CDBG and $4 billion in supplemental ESG funding for grants to prevent, prepare for, and respond to COVID-19. 
On April 29, 2020, notification was received identifying the County’s CDBG-CV and ESG-CV allocations. On June 9, 2020, HUD published notification of the ESG CARES Act Round 2 funding, identifying the County’s ESG-CV2 allocation.

 

Fiscal Impact:

Pinellas County will receive a special allocation of CDBG-CV and ESG-CV funds. The County will receive the following allocations in Fiscal Year 2020 (FY20). These allocations are consistent with the FY20 Revised Budget (and estimates submitted during budget development) and FY21 Proposed Budget.
