The HLA’s homeless and homelessness prevention project to respond to COVID-19 is an eligible activity under the Public Services Program. This Agreement will provide funding for the provision of hotel/motel vouchers to prevent an individual or family from moving into an emergency shelter or another public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings, including a car, park, abandoned building, bus or train station, airport, or camping ground, and housing stability case management benefitting approximately 24 eligible or at-risk homeless individuals and families.
The Agreement is effective from March 1, 2022 to September 30, 2022.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements. A Land Use Restriction Agreement is not applicable to this Agreement.
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. The County received $739,117.00 in ESG-CV and $3,997,774.00 in ESG-CV2 funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.
On July 21, 2020, the Board, through Resolution 20-68, approved a Substantial Amendment to the 2019-2020 Annual Action Plan for the purpose of receiving ESG-CV funding. Funding of activities under the Homeless and Homelessness Prevention Services Program was approved in the Action Plan.
The County has an existing contract with the HLA through the Human Services Department for bridge housing, emergency shelter, and related case management services. The HLA has an existing subgrant agreement with the Society of St. Vincent de Paul South Pinellas, Inc. to carry out the activities. This Agreement will piggy-back off of the existing agreement to add additional funds to expand the services provided under the existing agreement.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $245,000.00 during the term of the Agreement. Funding for this Agreement is consistent and included in the FY22 Adopted Budget for ESG-CV and ESG-CV2 funds.
