Approval and execution by the County Administrator of the First Amendment to the Emergency Solutions Grant Program - Coronavirus Response (ESG-CV) Program Subaward Specific Performance Agreement (First Amendment) with Homeless Leadership Alliance of Pinellas, Inc. (HLA) for homeless and homelessness prevention related services to respond to the Coronavirus pandemic (COVID-19).

 

                     This First Amendment extends the term of the Agreement three months to December 31, 2022, providing additional time for HLA to continue to provide needed homeless and homelessness prevention related services.

                     The funding amount, not to exceed $245,000.00 during the term of the agreement, remains unchanged.

                     The Agreement is effective from March 1, 2022 to December 31, 2022.

                     HLA’s ESG-CV funding is used for hotel/motel vouchers, housing relocation and stabilization services, and housing stability case management for approximately 24 eligible individuals or households.

Summary:

This First Amendment will provide additional time for HLA to provide hotel/motel vouchers, housing relocation and stabilization services, and housing stability case management, by extending the term of the Agreement three (3) months from September 30, 2022 to December 31, 2022.

The original Agreement requires that performance under the Agreement be completed by September 30, 2022. The impact of the Coronavirus pandemic has been ongoing and has affected the housing stability of many residents in Pinellas County. The HLA will be unable to continue providing hotel/motel vouchers, housing relocation and stabilization services, and housing stability case management once the agreement expires. It is necessary to extend the term of the Agreement three (3) months, to December 31, 2022.

This Amendment will have no fiscal impact. The total ESG-CV investment for this project is not to exceed $245,000.00.

 

Background/Explanation:

ESG-CV funding for the Public Services Program was approved in both the First Substantial Amendment, approved July 21, 2020, and the Second Substantial Amendment, approved April 27, 2021, to the County’s Annual Action Plan for Fiscal Year 2020. The Homeless Leadership Alliance of Pinellas Services Operations project to respond to COVID-19 is an eligible activity under the Public Services Program. This Agreement provides funding for homeless and homelessness prevention related services to respond to the Coronavirus pandemic (COVID-19) for the benefit of approximately 24 eligible or at-risk homeless individuals and families.

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. Pinellas County received $739,117.00 in ESG-CV and $3,997,774.00 in ESG-CV2 funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.

On July 21, 2020, the Board, through Resolution 20-68, approved a Substantial Amendment to the 2019-2020 Annual Action Plan for the purpose of receiving ESG-CV funding. Funding of activities under the Homeless and Homelessness Prevention Services Program was approved in the Action Plan.

The County has an existing contract with the HLA through the Human Services Department for bridge housing, emergency shelter, and related case management services. The HLA has an existing subgrant agreement with the Society of St. Vincent de Paul South Pinellas, Inc. to carry out the activities. This Agreement will piggy-back off of the existing agreement to add additional funds to expand the services provided under the existing agreement.

On April 14, 2022, the County Administrator executed ESG-CV Program Agreement ESCVHLABRIDGE, effective March 1, 2022 through September 30, 2022.

 

Fiscal Impact:

There is no fiscal impact. The total amount of funding for this project, not to exceed $245,000.00 during the term of the Agreement, remains unchanged. Funding for this Agreement is included in the County’s Fiscal Year 2023 Adopted Budget for ESG-CV funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62(a)(1) and Resolution No. 21-24.
