Approval and execution by the County Administrator of the Second Amendment to the Community Development Block Grant - Coronavirus Response (CDBG-CV) Program Subaward Specific Performance Agreement (Second Amendment) with Gulfcoast Legal Services, Inc. (Gulfcoast Legal) for legal aid services to respond to the Coronavirus pandemic.

 

                     This Second Amendment extends the term of Agreement CDCV19GLSHS six (6) months to December 31, 2022, providing additional time for Gulfcoast Legal to provide legal aid services for eviction prevention to Pinellas County residents.

                     The funding amount, not to exceed $78,354.00 during the term of the Agreement, remains unchanged.

                     On May 4, 2021, the County provided CDBG-CV funding for legal aid services to address COVID-19 related issues of eviction or other potential loss of tenancy for approximately 80 low- and moderate-income households. The Agreement was effective from April 1, 2021, to December 31, 2021.

                     On December 14, 2021, the First Amendment extended the term of the specific performance period of the Agreement six (6) months to June 30, 2022.

Summary:

This Second Amendment will provide additional time for Gulfcoast Legal to provide legal aid services to Pinellas County residents to address COVID-19 related issues of eviction or other potential loss of tenancy, by extending the term six (6) months from June 30, 2022, to December 31, 2022.

The First Amendment to CDCV19GLSHS requires that performance under the Agreement be completed by June 30, 2022. The impact of the Coronavirus pandemic has been ongoing and has affected the housing stability of many residents in Pinellas County. Gulfcoast Legal will be unable to continue supporting the eviction prevention program once the agreement expires. It is necessary to extend the term of the Agreement six (6) months, to December 31, 2022.

This Second Amendment will have no fiscal impact. The total CDBG-CV investment for this project is not to exceed $78,354.00.

 

Background/Explanation:

CDBG-CV funding for the Public Services Program was approved in both the First Substantial Amendment, approved July 21, 2020, and the Second Substantial Amendment, approved April 27, 2021, to the County’s Annual Action Plan for Fiscal Year 2020 (FY20). The Gulfcoast Legal Services Operations project to respond to COVID-19 is an eligible activity under the Public Services Program. This Agreement will provide funding for legal aid services to address eviction and other potential loss of tenancy in order to ensure stable housing for the benefit of approximately 80 low- and moderate-income households. 

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. The County received $1,481,969.00 in CDBG-CV funding from the U.S. Department of Housing and Urban Development (HUD) to be used to prevent, prepare for, and respond to COVID-19. The Board adopted Resolution 20-68, approving the First Substantial Amendment to the Annual Action Plan for FY20, which included funding for the CDBG-CV Public Services Program.

On September 11, 2020, HUD notified the County of a second allocation of CDBG-CV funds in the amount of $2,401,815.00, for a total of $3,883,784.00 in CDBG-CV funding. The Board adopted Resolution 21-24, approving the Second Substantial Amendment to the Annual Action Plan for FY20, which included increased funding for the CDBG-CV Public Services Program.

On May 4, 2021, the County Administrator executed CDBG-CV Specific Performance Agreement CDCV19GLSHS, effective April 1, 2021, through December 31, 2021.

On December 14, 2021, the First Amendment extended the term of the specific performance period of the Agreement six months to June 30, 2022.

 

Fiscal Impact:

There is no fiscal impact. The total amount of funding for this project, not to exceed $78,354.00 during the term of the Agreement remains unchanged. Funding for this Agreement is consistent with the County’s Fiscal Year 2022 (FY22) Adopted Budget for CDBG-CV funds and is included in the FY22 Adopted Budget, the FY22 Estimate, and the FY23 Budget Request.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62(a)(1) and Resolution No. 21-24.
