Community Development Block Grant Subaward Specific Performance Agreement with Gulfcoast Legal Services, Inc. for operating expenses of an eviction prevention program.

 

Recommended Action:

Approval and execution by the County Administrator of the Community Development Block Grant Subaward Specific Performance Agreement (Agreement) with Gulfcoast Legal Services, Inc. for operating expenses of an eviction prevention program.

 

                     This Agreement provides Community Development Block Grant (CDBG) funding for costs associated with operating expenses including rent, utilities, supplies, professional services, program materials, travel, administrative costs and a portion of program delivery salaries for an eviction prevention program, benefitting low- and moderate-income households in Central and East Lealman.

                     This Agreement is a continuation of funding provided by the County in Agreement CD20GLS to allow the remaining unspent funds to be used for additional eviction prevention.

                     This Agreement is effective for eight (8) months, from October 1, 2021 to June 30, 2022, and is not to exceed $25,564.56 in CDBG funds.

                     The County executed Agreement CD20GLS on October 15, 2020, providing a maximum of $36,017.00 in CDBG funding to Gulfcoast Legal Services, of which $10,452.44 was expended.

                     Agreement CD20GLS expired on September 30, 2021, before all funds could be expended.

                     The County received $2,519,210.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

Summary:

One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2020/2021 (FY21) is the funding of Gulfcoast Legal Services for operating expenses. This Agreement will provide funding for operating expenses and program delivery salaries of an eviction prevention program, benefitting low- and moderate-income households in Central and East Lealman.

 

The Agreement is effective for eight (8) months, from October 1, 2021 to June 30, 2022.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

 

The County received $2,519,210.00 in CDBG funding for FY21. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

 

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

 

The competitive application process began on January 13, 2020, with applications being due February 14, 2020. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses. 

 

The County executed Agreement CD20GLS on October 15, 2020, providing a maximum of $36,017.00 in CDBG funding to the agency. The Agreement expired on September 30, 2021.

 

This new Agreement provides Gulfcoast Legal Services with the remaining unspent CDBG funding from the expired CD20GLS Agreement. Funding is for costs associated with operating expenses including rent, utilities, supplies, professional services, program materials, travel, administrative costs and a portion of program delivery salaries and the time needed for the agency to provide the services of the eviction prevention program, benefitting low- and moderate-income households in Central and East Lealman.

 

The Agreement is effective for eight (8) months, from October 1, 2021 to June 30, 2022 and is not to exceed $25,564.56 in CDBG funds.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $25,564.56 during the term of the Agreement. Funding for this Agreement is consistent with the County’s FY22 Adopted Budget for CDBG funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution 21-47.
