Recommended Action:
Approval and execution by the County Administrator of the First Amendment to the Specific Performance Agreement (Agreement) with Catholic Charities, Diocese of St. Petersburg, Inc. (Catholic Charities) for Pinellas Hope operating expenses to respond to the Coronavirus pandemic (COVID-19).
• This Amendment revises the project description to include the repairs to emergency shelter cottages used for homeless individuals seeking shelter during COVID-19.
• This Amendment extends the term and effective date of the Agreement three months, to June 30, 2021, to allow for project completion.
• On November 24, 2020, the County provided $16,000.00 in Emergency Solutions Grant - Coronavirus Response (ESG-CV) funds for operating costs of the Pinellas Hope Emergency Shelter.
• Catholic Charities’ Pinellas Hope Emergency Shelter provides shelter, basic needs, meals, transportation assistance, mental health and substance abuse counseling, justice advocacy and access to employment, education and community resources, to approximately 1,200 street homeless individuals.
• The funding amount, $16,000.00, remains unchanged.

Summary:
The First Amendment to the Specific Performance Agreement will include shelter repairs as part of project description and correct the typo in the term of agreement; effective date and extend the term of the Agreement three (3) months, to June 30, 2021. The term of agreement; effective date in the original Agreement reflected a three (3)-day term, March 27, 2020 to March 31, 2020.
The total funding amount of the Agreement remain unchanged.
Background/Explanation
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. Pinellas County received $739,117.00 in ESG-CV funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.
On May 19, 2020, the Board approved the application for ESG Coronavirus Response funds (ESG-CV). The Fiscal year 2020 (FY 20) supplemental funding amount for round one of ESG-CV funding is $739,117.00.
On July 20, 2020, the Board approved in Resolution 20-68, a Substantial Amendment to the FY 2019-2020 (FY 19/20) Annual Action Plan, which included round two of ESG Coronavirus Response funds (ESG-CV2), The FY20 supplemental funding amount for round two of ESG-CV funding is $3,997,774.00.
On September 16, 2020, HUD executed a Funding Approval/Agreement for Pinellas County, granting a total of $4,736,891.00 in ESG-CV1 and ESG-CV2 funding for activities that mitigate the impact of COVID-19 on individuals and families who are homeless or receiving homeless assistance, and to support additional homeless assistance and homelessness prevention activities. The Chair of the Board executed the Agreement on November 20, 2020.
On November 24, 2020, the County Administrator, executed Specific Performance Agreement ESCV19CCPH, effective March 27, 2020 through March 31, 2020.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $16,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY20 Revised Budget and Fiscal year 2021 (FY21) Adopted Budget for CDBG-CV funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution 19-48.
