Recommended Action:

Approval and execution by the County Administrator of the First Amendment to the Specific Performance Agreement (Agreement) with R’Club Child Care, Inc. (R’Club) for youth summer program operating expenses to respond to the Coronavirus pandemic (COVID-19).

 

                     On August 14, 2020, the County provided $23,720.71 Community Development Block Grant - Coronavirus Response (CDBG-CV) funds for operating costs of R’Clubs educational and recreational summer activities at multiple elementary and middle schools.

                     R’Club provides educational and recreational programs to approximately 835 low- and moderate-income school age children.

                     This Amendment corrects the project budget table in the Agreement, reversing the funding amounts for program materials and pre-award program materials.

                     The term of the Agreement, March 27, 2020 to December 31, 2020, and the funding amount, $23,720.71, remain unchanged.

Summary:

The First Amendment to the Specific Performance Agreement will correct the reversed funding amounts for the direct cost categories in the Project Budget Table of the Agreement. The funding amounts for the direct costs for program materials and pre-award program materials were transposed in the original Agreement.

 

The total funding amount and term of the Agreement remain unchanged.

 

Background/Explanation

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. Pinellas County received $1,481,969.00 in CDBG-CV funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.

 

On July 21, 2020, a Substantial Amendment to the 2019-2020 Action Plan was approved by the BCC in Resolution 20-68, to include CDBG-CV funds in order to carry out eligible activities that mitigate the impacts of COVID-19 on low- and moderate-income residents.

 

On August 14, 2020, the County Administrator, executed Specific Performance Agreement CDCV19RCLBS, effective March 27, 2020 through December 31, 2020.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $23,720.71 during the term of the Agreement. Funding for this Agreement is included in the County’s FY20 Revised Budget and FY21 Adopted Budget for CDBG-CV funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution 19-48.
