Recommended Action:

 

Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with Safety Harbor Neighborhood Family Center, Inc. d/b/a Mattie Williams Neighborhood Family Center (Mattie Williams NFC), for food distribution to respond to the Coronavirus pandemic (COVID-19).

 

                     The County received $3,883,784.00 in Community Development Block Grant - Coronavirus Response (CDBG-CV) Round 1 and Round 3 funds for activities that mitigate the impacts of COVID-19 on low- and moderate-income residents.

                     This Agreement provides CDBG-CV funding to Mattie Williams NFC for the purchase of food for distribution to approximately 30,000 low- and moderate-income people.

                     The Agreement is effective from May 1, 2022, to December 31, 2022, and is not to exceed $34,000.00 during the term of the Agreement.

Summary:

One of the projects to be carried out under the Substantial Amendment to the County’s Annual Action Plan for Fiscal Year 2020 is funding of the Public Service Program for activities that respond to COVID-19. The Mattie Williams NFC activity is an eligible public service activity. This Agreement will provide funding to Mattie Williams NFC for the purchase of food for food distribution activities at the Mattie Williams NFC, benefitting approximately 30,000 low- and moderate-income individuals. 

 

The Agreement is effective for seven (7) months, from May 1, 2022, to December 31, 2022.

 

Background/Explanation

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

 

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. The County received $1,481,969.00 in CDBG-CV Round 1 and $22,401,815.00 in CDBG-CV Round 3 funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.

 

On January 19, 2022, an updated Notice of Funding Availability (NOFA) and application cycle was advertised in newspaper and posted on the Community Development website and emailed to nonprofit agencies and local municipalities.

 

The competitive application process began on January 26, 2022, with applications being due February 25, 2022. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $34,000.00 during the term of the Agreement. Funding for this Agreement is consistent with the County’s Fiscal Year 2022 (FY22) Adopted Budget for CDBG-CV funds and is included in the FY22 Adopted Budget, the FY22 Estimate, and the Fiscal Year 2023 Budget Request.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
