Recommended Action:
Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with Homeless Leadership Alliance of Pinellas, Inc. (HLA), for homelessness prevention related services to respond to the Coronavirus pandemic (COVID-19).
• HLA’s ESG-CV funding will be used for the provision of housing relocation and stabilization services to prevent an individual or family from moving into an emergency shelter or another public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings, including a car, park, abandoned building, bus or train station, airport, or camping ground, and housing stability case management benefitting approximately 40 homeless or at-risk homeless individuals and families.
• HLA provides community education, advocacy, program support, capacity building and technical assistance for the communities, agencies and organizations concerned with homelessness and to secure funds for needed homeless services.
• The Agreement is effective from March 1, 2022 to September 30, 2022 and is not to exceed $73,769.43 during the term of the Agreement.
• The County received $739,117.00 in Emergency Solutions Grant - Coronavirus Response (ESG-CV) and $3,997,774.00 in Emergency Solutions Grant - Coronavirus Response Round Two (2) (ESG-CV2) funds for activities that mitigate the impacts of COVID-19 on individuals and families who are homeless, receiving homeless assistance, or are at risk of becoming homeless.

Summary:
ESG-CV funding for the Public Services Program was approved in both the First Substantial Amendment, approved July 21, 2020, and the Second Substantial Amendment, approved April 27, 2021, to the County’s Annual Action Plan for Fiscal Year 2020 (FY20).
The Homeless Leadership Alliance of Pinellas Operations project to respond to COVID-19 is an eligible activity under the Public Services Program. This Agreement will provide funding for the provision of housing relocation and stabilization services to prevent an individual or family from moving into an emergency shelter or another public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings, including a car, park, abandoned building, bus or train station, airport, or camping ground, and housing stability case management benefitting approximately 40 homeless or at-risk homeless individuals and families.
The Agreement is effective from March 1, 2022 to September 30, 2022.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements. A Land Use Restriction Agreement is not applicable to this Agreement.
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. The County received $739,117.00 in ESG-CV and $3,997,774.00 in ESG-CV2 funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.
On July 21, 2020, the Board, through Resolution 20-68, approved a Substantial Amendment to the 2019-2020 Annual Action Plan for the purpose of receiving ESG-CV funding. Funding of activities under the Homeless and Homelessness Prevention Services Program was approved in the Action Plan.
The County has an existing contract with the HLA through the Human Services Department for case management services. This Agreement will piggy-back off of the existing agreement to add additional funds to expand the services the HLA is providing under the existing agreement.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $73,769.43 during the term of the Agreement. Funding for this Agreement is included in the FY22 Adopted Budget for ESG-CV and ESG-CV2 funds. The project is consistent with the FY20 Substantial Amendment to the County’s Annual Action Plan.
