Approval and execution by the County Administrator of the Renewals and Amendments to the Funding Agreements with Family Support Services of Suncoast, Inc. (FSSS), WestCare Gulfcoast-Florida, Inc.  (WestCare), Adoption Related Services of Pinellas, Inc. (ARS) and University of South Florida, Board of Trustees (USF), for direct services associated with the Opioid Affected Youth Initiative (OAYI) Grant.

                     These Renewals extend the Department of Justice (DOJ) OAYI grant funding through September 30, 2023, for four (4) providers and to extend the remaining fiscal year 2022 (FY22) grant funding of amount of $542,258.00 through FY23.  The Amendments update compensation sections due to lapse dollars from the original Eckerd agreement for FSSS and USF along with other terms in accordance with this no-cost extension.  No match is required.

                     Due to lapse dollars, an additional $60,082.00 is being provided to FSSS and an additional $33,785.45 to USF to be expended by September 30, 2023. This does not change the total funding amount of the grant.

                     The OAYI grant awarded by the DOJ focuses on expanding resources and services for opioid-affected youth participating in Family Dependency Treatment Court (FDTC) and Early Childhood Court (ECC).

                     The OAYI program, which began on July 24, 2020, allows for expansion of counseling, child health services, prenatal and new parent services, child/parent psychotherapy, visitation services, case management, and mentoring services for these households, which are essential interventions that address trauma.  The program provided services for 62 cases and is currently serving, for a total of 107 cases supported to date.

                     The County Administrator previously approved the grant award on October 24, 2019, the agreements with ARS and USF on August 13, 2020 the agreement with WestCare on May 4, 2020, and the agreement with FSSS on April 5, 2022. Body

Summary:

These Renewals and Amendments serve as extensions to extend current funding for the direct services associated with the Grant with FSSS (Renewal and Amendment 1), WestCare (Renewal and Amendment 1), ARS (Renewal and Amendment 2) and USF ((Renewal and Amendment 2). The DOJ approved the grant award modification request for an additional performance time of 12 months. 

 

Background/Explanation:

In 2018, Pinellas County was awarded funds to enhance and expand services for adults who are involved with dependency proceedings and have underlying mental health and substance abuse issues.  Outpatient counseling and residential treatment services were added alongside recovery housing and a peer recovery coach to aid clients with housing navigation, employment, and other recovery support services.

Services under this grant have focused on expanded counseling, child health services, prenatal and new parent services, child/parent psychotherapy, visitation services, case management, and mentoring.  The OAYI grant program began on July 24, 2020 and has currently provided services to 62 cases with 45 currently receiving services for a total of 107.

 

Fiscal Impact:

There is no additional fiscal impact as a result of the Amendments and Renewals.  Current remaining FY22 funding in the amount not to exceed $542,258.00 has been extended through September 30, 2023, by DOJ for the 2019 Opioid Affected Youth Initiative “Aiding Drug Impacted Children in Out-of-Home Care” project under grant award 2019-YB-FX-K002.  Of that remaining funding, an additional $60,082.00 is being provided to FSSS and an additional $33,785.45 to USF to be expended by September 30, 2023. No match is required.

 

Delegated Authority:

Authority for the County Administrator to sign the Amendments and Renewals is granted under Code Section 2-62 (a)(1) and the County Administrator Memorandum dated June 24, 2019.
