Approval and execution by the County Administrator of four (4) Amendments with Family Support Services of Suncoast, Inc. (FSSS), WestCare Gulfcoast-Florida, Inc.  (WestCare), Adoption Related Services of Pinellas, Inc. (ARS) and University of South Florida, Board of Trustees (USF), for direct services associated with the Opioid Affected Youth Initiative (OAYI) Grant.

● These Amendments extend the Department of Justice (DOJ) OAYI grant funding through June 30, 2024, for four (4) providers. The Amendments extend the term of the agreement, reallocate unexpended grant funding, and additional terms in accordance with this no-cost extension. No match is required.

●The OAYI grant awarded by the DOJ focuses on expanding counseling, child health services, prenatal and new parent services, child/parent psychotherapy, visitation services, case management, and mentoring for opioid affected youth participating in Family Dependency Treatment Court (FDTC) and Early Childhood Court (ECC).

● Due to a terminated agreement (12/31/2021), the grant award realized an unobligated balance during the initial three-year award period. This balance was not fully extended to the grant contractors during the previous funding periods and for FY24 the grant is leveraging $225,764 to extend the program amongst these four venders. These dollars are allocated to ARS ($12,000); WestCare Gulfcoast ($38,908); FSSS ($147,754); USF ($23,202); and WestCare Foundation ($3,900 - via separate PO).

● Funding for these agreements under this extension is not consistent with the FY24 Adopted Budget. Human Services and OMB have determined that the department can absorb this within the FY24 budget without the need for a budget amendment.

● The County Administrator previously approved the grant award on October 24, 2019, for agreements with ARS and USF on August 13, 2020, the agreement with WestCare on May 4, 2020, and the agreement with FSSS on April 5, 2022. On January 31, 2023, approved the Renewal and Amendments to the Subrecipient Funding Agreements with FSSS, WestCare, ARS, and USF for direct services associated with the Opioid Affected Youth Initiative Grant.

Summary:

These Amendments document a no cost extension of unused OAYI grant funding. This grant enhances and expands services for adults who are involved with dependency proceedings and have underlying mental health and substance use diagnosis.

 

Background/Explanation:

The OAYI program, which began on July 24, 2020, allows for expansion of counseling, child health services, prenatal and new parent services, child/parent psychotherapy, visitation services, case management, and mentoring services for these households, which are essential interventions that address trauma.

Services under this grant have focused on expanded counseling, child health services, prenatal and new parent services, child/parent psychotherapy, visitation services, case management, and mentoring.

Due to a terminated agreement (12/31/2021), the grant award realized an unobligated balance of $667,804.94 for the initial three-year award period. This balance was not fully extended to the grant contractors for the previous funding periods and the overall grant balance for FY24 is $225,764. These dollars are allocated to ARS ($12,000); WestCare Gulfcoast ($38,908); FSSS ($147,754); USF ($23,202); and WestCare Foundation ($3,900 - via separate PO).
