Approval and execution by the County Administrator of the Funding Agreements with Adoption Related Services of Pinellas (ARS-Pinellas) and University of South Florida - St. Petersburg Family Study Center (USF-St. Pete), Dr. James Lewis, and Amendment to Eckerd Connects Agreement.

 

                     The grant focuses on expanding resources and services for opioid affected youth participating in Family Dependency Treatment Court and Early Childhood Court.

                     Child-Parent Psychotherapy is an essential intervention that addresses trauma and is provided through USF-St. Pete and ARS-Pinellas who are active partners with the Sixth Judicial Circuit for these services.

                     Dr. James Lewis, neuropsychologist, will assist with clinical training of grant partners and implementing a plan to measure effectiveness of interventions.

                     The Amendment for Eckerd Connects is to add direct treatment services for children.  Legistar item #20-046D was previously approved to fund initial staff positions during plan development.

                     A budget modification was approved by The U.S. Department of Justice to fund the following three-year agreements: $67,905.00 for ARS-Pinellas and $106,080.00 for USF-St. Pete for psychotherapy, $5,000.00 for Dr. James Lewis for training and plan coordination, and $691,517.00 for the Eckerd Connects agreement to provide staffing and services.

                     The total grant award is $1,000,000.00 over three years. No match is required.

Summary:

Child-Parent Psychotherapy’s central goal is to support and strengthen the caregiver-child relationship as a vehicle for restoring and protecting the child’s mental health. Due to the essential need of Child-Parent Psychotherapy and the timeline for the project implementation, a non-competitive purchase order request form was provided to the Purchasing Department for ARS-Pinellas and USF-St. Pete. The Purchasing Department determined that this agreement meets the criteria of a “Non-Purchasing Contract” as per the Purchasing Manual Section 9.4, Subsection 3. A Purchase Order for ARS-Pinellas and USF-St. Pete will be initiated upon approval of this item.

Dr. James Lewis’ Funding Agreement provides consulting services to improve the overall services rendered to the children and establish strong evaluation measures. Dr. Lewis will assist with clinical training of providers, identifying appropriate services for the children, and aiding in administering a plan to measure effectiveness of the interventions utilized in the grant. The First Amendment to Eckerd’s Agreement adds direct services to children involved in the Family Dependency Treatment Court and Early Childhood Courts.

The U.S. Department of Justice offers the Opioid Affected Youth Initiative grant as a cooperative agreement that requires coordination and technical assistance. Pinellas County has an Opioid Youth Task Force for project implementation and data collection. A cohort is established with six other grantees for information sharing that includes: Meramec Regional Planning Commission (St. James, Missouri); Yurok Tribe (Klamath, California); Michigan State Police (Dimondale, Michigan); City of Evansville (Evansville, Indiana); Boston Public Health Commission (Boston, Massachusetts); and Maryland Office of the Public Defender (Baltimore, MD).

 

Background/Explanation:

Pinellas County has documented an increase in the number of Family Treatment Court participants whose primary, secondary, or tertiary drug-of-choice is a type of opiate or opioid. Over the last 12 months, 70% of total Dependency Drug Court parents identified opioids as one of the top three drugs of choice. These statistics illustrate the magnitude of the drug epidemic affecting families in Pinellas County. The grant will expedite referrals and ensure expansion of services to the children in the Family Dependency Treatment Court and Early Childhood Court. The goals of the grant is to serve at least 75 children with comprehensive services and treatment plans with at least 70% seeing improved family relationships and at least 70% exhibiting reduce trauma symptoms.

 

Fiscal Impact:

Funding in an amount not to exceed $1,000,000.00 over three (3) years remains unchanged and is provided by the Opioid Affected Youth Initiative Grant #2019-YB-FX-K002. On March 13, 2020, a budget modification was approved for the following: $167,985.00 for Child-Parent Psychotherapy services ($67,905.00 for ARS-Pinellas and $106,080.00 for USF-St. Pete), $5,000.00 for Dr. Lewis and Eckerd Connects in the amount of $691,517.00.

 

Funding to support this is consistent with the development of the FY20 budget estimate of $87,860.00 and the FY21 budget development request of $456,070.00.

Authority for the County Administrator to sign these Agreements and First Amendment is granted under (Code Section 2-62 (a)(1).
