Approval of the Grant Agreement with the U.S. Department of Justice under the Fiscal Year 2019 Opioid Affected Youth Initiative for the project “Aiding Drug Impacted Children in Out-of-Home Care”.
• This Department of Justice grant will expand and provide additional resources for opioid affected youth participating in Family Dependency Treatment Court and Early Childhood Court.
• Services under this grant will focus on expanded counseling, child health services, prenatal and new parent services, child/parent psychotherapy, visitation services, case management, and mentoring.
• The grant will serve at least 75 children with comprehensive services and treatment plans with at least 90% seeing improved family relationships and at least 80% exhibiting reduce trauma symptoms.
• The U.S. Department of Justice grant is in the amount of $1,000,000.00 over three years.
• There are no match or cost-sharing requirements.

Summary:
This Grant provides funding for resources and services for the children and family members of the Sixth Judicial Circuit Court’s FDTC and participants of the Early Childhood Court. The focus will be to serve opioid affected youth as well as children whose parents have other substance abuse disorders.
Background Information:
In 2016, Pinellas County was awarded funds to re-establish the FDTC. A subsequent award was received in 2018 to enhance and expand services for adults who are involved with dependency proceedings and have underlying mental health and substance abuse issues. Outpatient counseling and residential treatment services were added alongside recovery housing and a peer recovery coach to aid clients with housing navigation, employment and other recovery support services.

The grant will serve at least 75 children with comprehensive services and treatment plans with at least 90% seeing improved family relationships and at least 80% exhibiting reduce trauma symptoms.
Fiscal Impact:
The DOJ grant 2019-YB-FX-K002 will provide $1,000,000.00 over three (3) years. There are no match or cost-sharing requirements. This funding was not included in the FY20 Adopted Budget. It is anticipated that a Budget Resolution may be submitted in FY20 as a result of this award.
