Approval and execution by the County Administrator of the First Amendments to the Funding Agreements with Adoption Related Services of Pinellas, Inc., d/b/a Family Enrichment Services (ARS) and University of South Florida, Board of Trustees (USF) and Second Amendment to the Funding Agreement with Eckerd Youth Alternatives, Inc. d/b/a Eckerd Connects (Eckerd) for direct services associated with the Opioid Affected Youth Initiative (OAYI) Grant.

● The OAYI grant awarded by the Department of Justice (DOJ) focuses on expanding resources and services for opioid affected youth participating in Family Dependency Treatment Court (FDTC) and Early Childhood Court (ECC).
● Child- Parent Psychotherapy (CPP) is an essential intervention that improves parent-child relationships and addresses trauma. ARS and USF are partners with the Sixth Judicial Circuit and currently provide CPP to families in the ECC. These Amendments provide additional funding to ARS for CPP and related services, additional staff to USF to expand CPP capacity, and a reduction and reallocation of Eckerd’s funding to provide for additional case management support.
● For the period of January 1 through June 30, 2021, thirteen (13) CPP referrals were made. These Amendments will provide immediate access to CPP for an additional nine (9) families, in addition to providing training, supervision, and support for an additional seven (7) community CPP counselors.
● There is no net change to this program as a result of these Amendments. The Amendment with ARS provides an additional $10,000.00 bringing their total not-to-exceed amount to $71,905.00.  The Amendment with USF provides an additional $150,186.00 bringing their total not-to-exceed amount to $256,266.00.   The Amendment with Eckerd reduces their total not-to-exceed amount by $160,186.00 to a total of $531,332.00.

Summary:

The First Amendment with ARS provides additional funding for CPP and related services, and the First Amendment with USF provides one (1) FTE Program Director and 0.5 FTE Human Services practitioner to expand CPP capacity and oversight.

The Second Amendment for Eckerd increases staff to include 1.0 FTE Case Manager and 0.1 FTE supervision to provide a dedicated case manager to work with program participants, while reallocating Eckerd funding to ARS and USF to assist in service capacity expansion.

 

Background/Explanation:

In 2016, Pinellas County was awarded funds to re-establish the FDTC. A subsequent award was received in 2018 to enhance and expand services for adults who are involved with dependency proceedings and have underlying mental health and substance abuse issues. Outpatient counseling and residential treatment services were added alongside recovery housing and a peer recovery coach to aid clients with housing navigation, employment and other recovery support services.

CPP’s central goal is to support and strengthen the caregiver-child relationship as a vehicle for restoring and protecting the child’s mental health. CPP is a cornerstone for the Florida ECC model. The Sixth Judicial Circuit aims to provide this treatment to all families involved in the ECC. The increased funding for CPP services will nearly double the capacity of participants for the OAYI grant.

Fiscal Impact:

Funding in an amount not to exceed $1,000,000.00 over three (3) years remains unchanged and is provided by the Opioid Affected Youth Initiative Grant #2019-YB-FX-K002. Appropriation to support the related grant activities is consistent with the development of the FY21 Estimate and FY22 Tentative Budget.

The Amendment with ARS provides an additional $10,000.00 bringing their total not-to-exceed amount to $71,905.00.  The Amendment with USF provides an additional $150,186.00 bringing their total not-to-exceed amount to $256,266.00.   The Amendment with Eckerd reduces their total not-to-exceed amount by $160,186.00 to a total of $531,332.00. 

A Budget Modification for the OAYI grant was approved by DOJ in August 2021 to transfer funds amongst these contracts for these purposes.

 

Delegated Authority:

Authority for the County Administrator to sign these Amendments is granted under Code Section 2-62 (a)(1).
