Recommended Action

Approval and execution by the County Administrator of the Funding Agreement with Family Support Services of Suncoast, Inc. (Family Support Services) for the Opioid Affected Youth Initiative (OAYI) Grant.

 

                     This Funding Agreement is replacing the recently terminated Funding Agreement with Eckerd Youth Alternatives, Inc., dba Eckerd Connects.

                     Family Support Services will provide one full-time Case Manager and a portion of a supervisor to support the OAYI Program. Additionally, Family Support Services will make services and support under its Purchase of Service system available for OAYI households.

                     Funding is an amount not to exceed $145,639.00 in the final year of the grant.   A no-cost extension may be sought in the future.

                     Family Support Services is a collaborative participant in this grant and has entered into an established MOU by Addendum to ensure compliance with reporting data and other necessary grant reports.

                     There is no match requirement.

Summary:

This Agreement provides funding for one full-time Case Manager and a portion of a supervisor to support the OAYI Program. Additionally, Family Support Services will make services and support under its Purchase of Service system available for OAYI households.

 

Background/Explanation:

Services under the OAYI grant focus on expanded counseling, child health services, prenatal and new parent services, child/parent psychotherapy, visitation services, case management, and mentoring. Family Support Services will provide a Case Manager and supportive services under this grant.

The goal of the Sixth Judicial Circuit’s Family Treatment Court is to reduce child maltreatment and support family stability by viewing the children, youth and parents who appear in court through a public health lens to understand trauma, identify service needs, and promote healing and recovery. These alternative justice programs offer substance-abusing parents support, behavioral health treatment, and access to community-based services.

 

Fiscal Impact:

The OJJDP grant (2019-YB-FX-K002) provides funding in the amount of $1,000,000.00 over three (3) years. This Agreement reimburses Family Support Services an amount not to exceed $145,639.00 for this third grant year, expiring September 30, 2022.  Appropriation to support related grant activities is consistent with the development of the FY22 Adopted Budget.

 

Delegated Authority:

Authority for the County Administrator to sign this funding agreement is granted under Code Section 2-62 (a)(1).
