Recommended Action

Following a public hearing, adopt the resolution approving Pinellas County’s FY 2017-2018 Annual Action Plan for community planning and development and authorizing submittal to the U.S. Department of Housing and Urban Development (HUD).

Authorize the Chairman, or designee, to sign and the Clerk to attest applications, certifications, and HUD Grant Agreements, Specific Performance Agreements and Land Use Restriction Agreements, and Amendments; Authorize the Chairman, or designee, to sign Request for Release of Funds and Authority to Use Grant Funds; Authorize the County Administrator, or designee, to execute Housing Program Security Instruments, Agency Agreements, and Land Use Restriction Agreements; Authorize the Planning Director, or designee, to serve as local administrator for the HUD Environmental Review Online System; Authorize the Planning Department Director, or designee, to sign and file necessary forms, reports, and other administrative documents; and Authorize the Planning Department to hold a Needs Assessment/Performance Review Public Hearing in the first quarter of 2018 on behalf of the Board.

Summary:

The purpose of the public hearing before the Board is to receive comments, suggestions, and views on the FY 2017-2018 Pinellas County Consolidated Application (Annual Action Plan) for funding, prior to approval by the Board.

Public notices informing interested groups about the planning process, the grants and proposed use of funds, a prior public hearing on needs and performance, meetings with local agencies and stakeholders, and a public comment period were also held soliciting input on this annual update to the Five-Year Consolidated Plan.

The Pinellas County Consortium consists of Pinellas County in its capacity as the Urban County, joined by the City of Largo.  The Urban County is defined as unincorporated Pinellas along with the following municipalities:  Belleair, Belleair Bluffs, Belleair Beach, Dunedin, Indian Shores, Indian Rocks Beach, Kenneth City, Madeira Beach, North Redington Beach, Oldsmar, Pinellas Park, Redington Shores, Safety Harbor, St. Pete Beach, Seminole, South Pasadena, Tarpon Springs, and Treasure Island.  As lead agency for the Consortium, the County is responsible for preparation and transmittal of the Consortium’s Action Plan to the U.S. Department of Housing and Urban Development. 

The deadline for submission of the FY 2017-2018 Action Plan to the U.S. Department of Housing and Urban Development is August 16, 2017.  The public hearing date of June 20, 2017 allows sufficient time to prepare the materials necessary for submission.

 

Background Information:

Pinellas County has long been involved in community development, receiving such grants as the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant (ESG).

In accordance with 24 CFR 91, the County must submit an Annual Action Plan which identifies specific projects and activities to be undertaken each year to address the needs identified in the Five-Year Consolidated Plan and further the identified priorities and strategies. The FY 2017-2018 Action Plan contains the application for the Consortium’s HOME Investment Partnership (HOME) and the County’s Community Development Block Grant (CDBG), and Emergency Solutions Grant (ESG) funds.

The Board of County Commissioners authorized the public hearing at its May 23, 2017 regular meeting.

 

Fiscal Impact:

Pinellas County receives an annual entitlement allocation of federal CDBG, HOME, and ESG funds. County FY18 funding amounts identified below are estimates based on County FY17 funding levels and projected program income. At this time, HUD has not announced FY18 entitlement allocations.
