Recommended Action:

Approval and execution by the County Administrator of a Specific Performance Agreement with Homeless Empowerment Program (HEP) to provide funding for implementation of the Community Homeless Assistance Program (CHAP).Body

Summary:

One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2018 (FY17/18) is the Homeless and Homelessness Prevention Services Program through the Emergency Solutions Grant (ESG).  HEP and Catholic Charities, Diocese of St. Petersburg, Inc. (CC) were selected to administer the program through a competitive Request for Proposal (RFP) process.  The program prevents homelessness for at-risk families and individuals by providing housing relocation and stabilization services and funding for short-term rental assistance and housing expenses.

 

Both agencies will have access to the pool of ESG funds on a first-come, first-serve basis. This SPA with HEP for administering the CHAP Program is for a two-year period, retroactively, from October 1, 2017 through September 30, 2019. 

 

Background/Explanation:

In accordance with the adopted Annual Action Plan, it is necessary to enter into Specific Performance Agreements with qualified agencies to implement projects and programs and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements. HEP has successfully implemented the ESG funded CHAP program for the past seven years.

 

Fiscal Impact:

The total amount of funding for this agreement is $118,154.80 during the term of the Agreement. Funding for this Agreement is included in the County’s FY17/18 Budget for Emergency Solutions Grant (ESG) funds within the Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to sign this agreement is granted under Code Section 2-62 (a) (1).
