Recommended Action:

Approval and execution by the County Administrator of the First Amendment to the Specific Performance Agreement with the Pinellas Suncoast Transit Authority (PSTA) to amend the project scope and extend the term of the Agreement.

Summary:

This First Amendment to SPA CD17PSTA is to amend the scope of work to reduce the number of bus shelters being replaced from nine to eight. After initial project discussions between County staff and PSTA, an additional bus shelter stop was added to the original SPA; however, funding was not increased to cover the costs necessary to complete the additional stop. Additionally, the original SPA requires that performance under the SPA be completed by September 30, 2018. Due to procurement delays, PSTA is unable to complete the project on or before the expiration date and has requested additional time for project completion. It is necessary to amend SPA CD17PSTA to amend the project description and extend the term of the Agreement by six (6) months, to March 31, 2019.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into SPAs and LURAs with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

 

PSTA’s initial CDBG application requested funding for seven bus shelters. County staff identified two locations in the East Lealman Target Area where shelters were desired. Staff and PSTA discussed the possibility of adding the two additional stops, #2645 and #2647, to the project. At the conclusion of the discussions, staff believed that PSTA would provide funding for both stops, however, it was discovered later that PSTA only provided sufficient funding for one stop (#2645).

 

Fiscal Impact:

There is no fiscal impact for this amended Agreement. The total amount of funding is not to exceed $68,310.00 during the term of the Agreement. Funding for this Agreement is budgeted from FY18 CDBG funds.
