Recommended Action:
Approval and execution by the County Administrator of the Specific Performance Agreement (SPA) and the Land Use Restriction Agreement (LURA) with Directions for Living to provide funding for a roof top solar photovoltaic system.

Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2018 (FY18) is the Directions for Living Largo Facility Rehabilitation project. This facility provides services to children and adults at-risk of, or diagnosed with behavioral health, substance misuse, or co-occurring disorders or persons or families at-risk of, or currently experiencing homelessness. This agreement will provide funding for roof top solar panels. The agency will receive additional funding from the City of Largo for the installation of a new roof and gutter system.
The SPA is effective for one (1) year, from October 1, 2017 to September 30, 2018. The LURA will become effective immediately upon execution by both parties and will expire on September 30, 2028.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into Specific Performance Agreements and Land Use Restriction Agreements with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $150,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY18 Tentative Budget for Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
