Second Amendment to the Specific Performance Agreement with Starting Right Now, Inc. for Community Development Block Grant funded facility improvements.
Recommended Action:
Approval and execution by the County Administrator of the Second Amendment to the Specific Performance Agreement (SPA) with Starting Right Now, Inc. for facility improvements.
• The SPA provides $163,000.00 of Community Development Block Grant (CDBG) funds for facility renovations. Starting Right Now provides services to approximately 50 unaccompanied homeless high school age youths.
• This amendment extends the term of the SPA to March 31, 2020, providing additional time for completion of renovations and improvements at the Starting Right Now facility.

Summary:
The Second Amendment to the SPA will extend the term of the contract to allow additional time for project completion at the Starting Right Now facility. The Amendment will also correct a section numbering issue in the original Agreement.
The Agreement requires that performance under the Agreement be completed by September 30, 2019. Delays in obtaining a bid; weather conditions; and permitting requirements have hindered the commencement and completion of the project before the September 30, 2019 completion date.
Execution of the Second Amendment will extend the term of the Agreement to March 31, 2020, thereby allowing additional time for project completion.
Background/Explanation:
On June 20, 2017, the Board executed Resolution 17-37, which approved the 2017-2018 Action Plan. One of the projects to be carried out under the County’s 2017-2018 Action Plan is the Starting Right Now Facility Rehabilitation Project, benefitting approximately 50 unaccompanied homeless high school age youths.
On September 5, 2018, the County Administrator executed SPA CD17SRN, effective October 1, 2017 through June 30, 2019, providing $163,000.00 in CDBG funding.
On April 23, 2019, the County Administrator executed the First Amendment to SPA CD17SRN, effective October 1, 2017 through September 30, 2019, providing $163,000.00 in CDBG funding.
This Second Amendment, if approved, will extend the term of the Agreement six (6) months for September 30, 2019 to March 31, 2020, providing additional time for project completion.
Fiscal Impact:
The total amount of funding for this project is not to exceed $163,000.00 during the term of the Agreement. Funding for this Agreement is budgeted from FY18 CDBG funds. This amendment is a time-only extension and does not change the amount of funding.
