Approval and execution by the County Administrator of the Funding Agreements with WestCare Gulfcoast-Florida, Inc. (WestCare), Eckerd Connects (Eckerd) and Memorandum of Understanding (MOU) for the Opioid Affected Youth Initiative Grant.

                     The project, “Aiding Drug Impacted Children In Out-of-Home Care” will provide additional resources for youth participants in Early Childhood Court and those with parents in Family Dependency Treatment Court.

                     The focus is on providing comprehensive and effective trauma-based services for children in family treatment courts who have been adversely affected by the opioid epidemic.

                     Services under the grant include expanded case management, child health services, child/parent psychotherapy, visitation services, and mentoring.

                     WestCare will provide one (1.0) full-time Opioid Peer Mentor for outreach, advocacy and recovery support services for parents.

                     Eckerd will provide two (2.0) full-time Child Safety Parent Support Coordinators to supervise visits and assist with transportation for needed appointments.

                     The WestCare funding agreement is for $130,898.00 over three years.

                     The Eckerd funding agreement is for $184,415.00 (2 FTE’s only) over three years.  An amendment will add the treatment services when the workplan is complete and approved by the grantor. 

                     The County, Sixth Judicial Circuit Court, Eckerd and WestCare are collaborative participants in this grant and will enter into a MOU to ensure compliance with reporting data and other necessary grant reports.

                     There is no match requirement.

Summary:

The Opioid Peer Mentor position will develop individualized recovery plans with each client that include anger management education, employment and vocational needs, transportation, social supports, housing, overdose education, and in-home visits. The Peer Mentor ensures each client adheres to their recovery plan and develop systems to both recognize and work through personal barriers.

The Child Safety Parent Support Coordinator positions will allow for increased visits with family members and provide transportation to necessary services when transportation is an issue. The Coordinators will enhance current service levels for participants of Early Childhood Court and Family Dependency Treatment Court.

The U.S. Department of Justice offers the Opioid Affected Youth Initiative grant as a cooperative agreement that requires coordination and technical assistance through the Office of Juvenile Justice and Delinquency Prevention (OJJDP). A cohort is established with six other grantees for information sharing that includes:  Meramec Regional Planning Commission (St. James, Missouri); Yurok Tribe (Klamath, California); Michigan State Police (Dimondale, Michigan); City of Evansville (Evansville, Indiana); Boston Public Health Commission (Boston, Massachusetts); and Maryland Office of the Public Defender (Baltimore, MD). Pinellas County has an Opioid Youth Task Force for project implementation and data collection. Once the project work plan is finalized and approved by OJJDP, the treatment services agreements will be initiated.

 

Background/Explanation:

The goal of the Sixth Judicial Circuit’s Family Treatment Courts is to reduce child maltreatment and support family stability by viewing the children, youth and parents who appear in court through a public health lens by understanding what has happened to them, identifying their needs, and promoting healing and recovery. These alternative justice programs offer substance-abusing parents support, behavioral health treatment, and access to community-based services.

 

Fiscal Impact:

The OJJDP grant (2019-YB-FX-K002) is in the amount of $1,000,000.00 over three (3) years. There is no match requirement. WestCare’s agreement is in the amount of $130,898.00. Eckerd’s agreement is in the amount of $184,415.00. This is not included in the FY20 Adopted Budget and a budget resolution will be considered by the Board to recognize the grant revenue and associated expenses to include these two agreements.

 

Delegated Authority:

Authority for the County Administrator to sign this funding agreement is granted under Code Section 2-62 (a)(1).
