Recommended Action

Approval by the County Administrator of Modification No. 5 to the Grant Agreement with the United States Environmental Protection Agency (USEPA) for Fine Particulate Matter Ambient Air Monitoring Network Support.

 

                     Funding supports on-going collection of data for the ambient air concentrations of fine particulate matter and compliance with National Ambient Air Quality Standards.

                     Modification No. 5 provides for an increase in the amount of $90,000.00 USEPA grant funds for Fiscal Years (FY) 2023 and 2024.

                     USEPA will reimburse County 100% of project costs. No County match required.

                     Funding is derived from Air Quality Division’s General Fund.

                     No signature required on Modification No. 5.

 

USEPA Agreement No. PM-01D06420; funding in the amount of $90,000.00 is for the project period April 1, 2023, to March 31, 2024.

Summary:

The purpose of the grant modification is to continue funding an existing County program to protect air quality. The primary objective of this project is to collect quality assured data on ambient air concentrations of fine particulate matter as well as chemical composition and precursors in accordance with USEPA requirements and standards.  Modification No. 5 to the Agreement provides the County $90,000.00 for the fourth project year. The grant is 100% reimbursable and no County match is required. Subsequent annual amendments for each project year of federal appropriations will be necessary.

 

Background/Explanation:

This grant program has been ongoing since 1998. The County’s air program is recognized by the USEPA and the State of Florida Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

The approval of the fifth modification provides the County $90,000.00 for the fourth project year. The project period is April 1, 2020 - March 31, 2024. With this modification, the project will reach its maximum threshold of $360,000.00, the total budget for this project. This grant provides 100% reimbursement for project costs up to and not exceeding total federal funding of $360,000.00. No County match is required.

 

This contract is not consistent with the FY 2023 Adopted Budget and the FY 2024 Budget. While the FY 2023 Adopted Budget and the FY 2024 Budget includes $90,000.00 in revenue for the US EPA grant reimbursement funding, anticipated expenditures total $94,420.00 for FY 2023 (a variance of $4,420.00, or 4.9%) and $113,670.00 for FY 2024 (a variance of $23,670.00, or 23.6%). However, due to historical lapse savings, the department will be able to absorb any overages in FY 2023 and FY 2024. As a result, no negative budgetary impacts are anticipated.

 

Delegated Authority:

Authority for the County Administrator to approve this modification to the agreement is granted under Code Section 2-62 (a)(1).
