Approval by the County Administrator of Modification No. 1 and 2 to the Grant Agreement with the United States Environmental Protection Agency (EPA)

 

                     Modification No. 1 provides for an increase in the amount of $90,000.00 EPA grant funding for Fiscal Year (FY) 2021-2022 and a minor change in the terms and conditions, including the Quality Management Plan.

                     Modification No. 2 corrects the indirect cost rate from 36.05% to 44.12%.

                     EPA will reimburse County 100% of project costs. No County match required.

                     Recipient’s signature is not required on the agreements.

Summary:

The purpose of the grant modifications is to continue funding an existing County program to protect air quality. The program supports on-going collection of data and monitors fine particulate matter air pollution levels, in accordance with EPA requirements and standards that comply with National Ambient Air Quality Standards. 

Modification No. 1 to the Agreement provides the County a total of $90,000.00 for the second project year. Additionally, a minor change in the terms and conditions for the Quality Management Plan requirement is addressed in Modification No.1.  Modification No. 2 corrects the indirect cost rate from 36.05% to 44.12%. Subsequent annual amendments for each project year of federal appropriations will be necessary.

 

Background/Explanation:

This grant program has been ongoing since 1998. The County’s air program is recognized by the EPA, and the Florida Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

The funding is for $90,000.00 for the project period April 1, 2021 to March 31, 2022.  This action approves funding for the project’s second-year budget cycle. The grant provides 100% reimbursement for project costs up to and not exceeding total federal funding of $180,000.00. No County match is required.

 

The total estimated expenditure and associated reimbursement is included in Public Works Environmental Management’s Air Quality operating budgets for Fiscal Year (FY) 2021 and FY 2022.  This grant is consistent with the FY 2021 Adopted Budget and FY 2022 Budget Request.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under (Code Section 2-62 (a)(1).
