Recommended Action

Approval by the County Administrator of Modification No. 3 to the Grant Agreement with the United States Environmental Protection Agency (USEPA) for Fine Particulate Matter Ambient Air Monitoring Network Support.

 

                     Funding supports on-going collection of data for the ambient air concentrations of fine particulate matter and compliance with National Ambient Air Quality Standards.

                     Modification No. 3 provides for an increase in the amount of $67,500.00 USEPA grant monies for Fiscal Year (FY) 2022/2023.

                     USEPA will reimburse County 100% of project costs. No County match required.

                     No signature is required on Modification No. 3.

Summary:

The purpose of the grant modification is to continue funding an existing County program to protect air quality. The Program monitors fine particulate matter air pollution levels in accordance with USEPA requirements and standards that comply with National Ambient Air Quality Standards.  The Agreement provides the County a $67,500.00 for the third project year.  The grant is 100% reimbursable and no County match is required. Subsequent annual amendments for each project year of federal appropriations will be necessary.

 

Background/Explanation:

This grant program has been ongoing since 1998. The County’s air program is recognized by the USEPA, State of Florida and Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

$67,500.00 for the project period April 1, 2022, to March 31, 2023.  This action approves funding for the project’s third-year budget cycle. This grant provides 100% reimbursement for project costs up to and not exceeding total federal funding of $247,500.00. No County match is required.

 

The total estimated expenditure and associated reimbursement is included in Public Works Environmental Management’s Air Quality operating budgets for FY 2022 and FY 2023.  This grant is consistent with the FY 2022 Adopted Budget and FY 2023 Budget Request.

 

Delegated Authority:

Authority for the County Administrator to approve this agreement is granted under Code Section 2-62 (a)(1).
