Recommended Action

Approval of the First Option of Renewal and Fourth Amendment to the agreement with Neighborly Care Network, Inc. (Neighborly) to provide additional food and nutrition services through the Meals on Wheels program.

 

                     The Renewal is part of the Social Action Funding program and provides funding for food/nutritional services for an aging population.

                     The Social Action Funding recommendations were approved by the Board of County Commissioners (Board) on June 21, 2016.

                     The Fourth Amendment continues to support the funding increase of $200,000.00 to Neighborly approved by the Board in Fiscal Year 2019 as a recurring item within Human Services’ annual budget for home delivered meals for seniors.

                     The total not-to-exceed amount is $296,000.00, beginning October 1, 2019, and expiring on September 30, 2020.

Summary:

This Agreement provides funding to Neighborly to support the Meals on Wheels program.  The Renewal for Neighborly Care Network reflects the Social Action funding recommendations approved by the Board on June 21, 2016. The program addresses the priority area of food/nutritional services for an aging population. The Amendment provides increased funding to Neighborly to support additional capacity within the program.

 

Background Information:

Social Action Grants are available to qualified non-profit social service organizations desiring to provide services to homeless and low income residents of Pinellas County to address their health, economic and social well-being.

Neighborly provides food and nutritional services to homebound seniors age 60 and older in Pinellas County. Neighborly currently receives $296,000.00 from Pinellas County to provide food/nutrition services through Meals on Wheels and senior lunch programs. Through the Social Action program they were awarded $96,000.00 per year. In FY19 the Board provided an additional recurring $200,000.00 to help increase program capacity and serve some of the seniors on a waitlist. This amendment will allow Neighborly keep the service levels the same providing approximately 44,100 meals for seniors at $6.71 per meal.

 

Fiscal Impact:

Funding in an amount not to exceed $296,000.00 has been included in the FY20 Proposed Budget for this purpose.

 

Fourth Amendment: $200,000.00

Original Agreement: $96,000.00

Total not-to-exceed amount for FY20: $296,000.00
