Approval of the Funding Agreement with In Touch with Communities Around the World, Inc. dba Arts Conservatory for Teens, and First Amendments with Pinellas Ex-Offender Re-Entry Coalition, Inc. (PERC) and the Area Agency on Aging of Pasco-Pinellas, Inc. (AAAPP).

 

                     Decision package funding for community program support totaling $750,000.00 has been included in the Human Services’ Fiscal Year (FY) 2020 adopted budget.

                     On October 8, 2019 six-month Agreements were approved to continue existing program support for PERC’s STARS program, AAAPP’s senior meals program, and the Pinellas County Urban League’s Youth Empowerment program totaling $401,530.00 (Legistar file # 19-819D).

                     The remaining $348,470.00 is recommended for award following a simplified Social Action Funding (SAF) grant process held competitively with nine requesting programs.  The rank and review committee evaluated the applications on September 13, 2019 and three additional awards were recommended. The agreements for execution will fund:

1.)                     Arts Conservatory for Teens’ workforce development and training program to serve approximately 50 teens at $50,000.00.

2.)                     PERC STARS program for job training, employment support and job placement for approximately 50 more adults at and additional $214,994.00.

3.)                     AAAPP program for the delivery of approximately 12,000 more senior meals at an additional $83,476.00.

                     In addition, nineteen SAF agreements totaling $800,495.00 have been processed for one-year renewals under Legistar file #19-440D and 19-1231A.

                     A new and competitive SAF solicitation will be released in early 2020 seeking applications for awards starting in FY21.

These Agreements provide six (6) months of program funding to ACT, and additional six (6) months for PERC and AAAPP, resulting in a total of 12 months of program funding for these two agencies for FY20.

ACT will recruit 50 teens from south St. Petersburg for the Workforce Development and Training Program (WDTP). WDTP provides a six-step curriculum to enhance educational and training opportunities as well as financial literacy and life skills.  Program outcomes are as follows: 90% of the youth will have completed the curriculum in six (6) months and have increased mentoring opportunities; 90% of students with less than a 2.5 GPA upon entering the program will show an increase at the end of the year; 90% will have increase access to affordable, quality, after school programming; 75% will have increase parent engagement; 90% will have increase value of mentorship and collaboration; 75% will have job internships/job shadow opportunities; and 25% will have gained employment by end of six (6) months.

The PERC Amendment provides additional funding to support and expand the STARS program.  STARS will provide job training, support and placement for individuals whom are hard to place in employment. Since our funding began in FY19 they have had a job placement rate of over 70%.

The AAAPP Amendment provides additional funding for home-delivered meals for seniors in Pinellas County.  The pilot program began in FY19 as an alternative for senior meal deliveries. The program began feeding clients in March 2019 and has served 90 clients.

Background Information:

ACT effectively responds to the critical need for after school programming for at-risk, African American males ages 12 - 18 years old from low income communities in south St. Petersburg. WDTP focuses on preparing today’s teens for the post-high school world. With a unique 6-level curriculum, focus is on the tools and skills that lead students down a path of successful college/trade school preparedness as well as career selection and positive lifestyle choices. The 6-level curriculum is as follows: Academic Success, Leadership Development, Healthy Lifestyles, Entrepreneurial and Workforce Development, Money Management (financial literacy), and Cultural Enrichment.

Based off a national model, the core of STARS is a four-week training workshop that takes a tough love, no excuse approach to work readiness. The curriculum delves into the root causes of a person’s inability to obtain and keep a job. All program graduates receive two years of follow-up services including employment development/placement. Since the relaunch in mid-2017, there have been 73 successful completions with many participants receiving multiple certifications. They are currently operating with a 70% job placement rate.

AAAPP is a non-profit agency serving seniors and their caregivers in Pasco and Pinellas. AAAPP is focused on funding, advocacy, services and programs for seniors.  AAAPP will continue to administer this meal delivery program to prevent food insecurity among seniors.
