Recommended Action

Approval of the Second Amendment to the Funding Agreement with Neighborly Care Network, Inc. (Neighborly) to provide additional food and nutrition services through the Meals on Wheels program.

 

                     This amendment provides for a funding increase of $100,000.00 (currently receive $96,000.00 in our Social Action Funding) to Neighborly to support additional meals and nutritional services through the Meals on Wheels and senior lunch programs. This additional non-recurring allocation is incorporated into a multiyear agreement which currently expires on September 30, 2019.

 

                     Staff are currently vetting other programs for the additional $200,000.00 non-recurring funding allocated.

Summary:

This amendment provides for a funding increase of $100,000.00 to Neighborly to support additional meals and nutritional services through the Meals on Wheels and senior lunch programs. This additional non-recurring allocation is incorporated into a multiyear agreement which currently expires on September 30, 2019.

 

Background Information:

Neighborly provides food and nutritional services to homebound seniors age 60 and older in Pinellas County. Neighborly currently receives $96,000.00 in Social Action Funding to provide food/nutrition services through Meals on Wheels and senior lunch programs. The increase in funding will help reduce the program’s waitlist goal by serving approximately 200 additional seniors.

In Fiscal Year 2017 (FY17), Neighborly reported 7,913 clients served and total program meals of 393,033. In FY18, the program reported 6,194 clients served and total program meals of 315,365 during the first three quarters. County dollars fund approximately 5% of the program.

 

Fiscal Impact:

 

This amendment increases the Neighborly agreement by of $100,000.00, added to the recurring funding of $96,000.00 to bring the new total “not to exceed” to $196,000.00 for FY19. This amount is included in the Human Services’ General Fund appropriation within the FY19 Adopted Budget.

 

 

A decision package for senior meals was approved by the Board at $200,000.00 in FY19 with an additional $100,000.00 pending November 6, 2018 Constitutional Amendment results.  At this time, $100,000.00 has been allocated to Neighborly and $100,000.00 is awaiting feedback from Area Agency on Aging on a proposed pilot project for consideration.
