Approval and execution by the County Administrator of the Renewals with Community Agencies for the Social Action Funding Grant program, as listed in the Fiscal Impact section.
● The Social Action Funding (SAF) recommendations were approved by the BCC on June 21, 2016 supporting areas of food/nutritional services, homeless prevention, support services for the homeless, healthcare and human services for disadvantaged residents, and supportive services for an aging population.
● Eighteen (18) programs are included for one-year renewal totaling $704,495.00. In addition, $96,000 in SAF funding was renewed with Neighborly Care Network for senior meals under Legistar item #19-1231A. Funding in the amount of $800,495.00 has been included in the Human Services Fiscal Year 2020 (FY20) Proposed Budget for this purpose.
● Along with these renewals, under a decision package for FY20, an additional $750,000.00 was allocated for community program support. This funding will support six(6) month agreement extensions totaling $401,530.00 for three (3) existing programs: Pinellas Ex-Offender Re-Entry Coalition, Inc., Area Agency on Aging of Pasco-Pinellas, Inc., and Pinellas County Urban League, Inc.(Legistar item# 19-819D) The remaining $348,470.00 will be competitively distributed through a simplified SAF grant process.
● A new, competitive SAF solicitation will be released in early 2020 seeking applications for awards starting in FY21.

Summary:
On June 21, 2016, the Board of County Commissioners approved SAF Awards for Nineteen (19) community agencies totaling $800,495.00. This item exercises a one-year optional renewal of the current programs covering FY20. A new competitive solicitation for SAF will be released in FY20 with recommendations for awards starting FY21.
Eighteen (18) of community agency agreements are included for execution. One additional SAF agreement, under associated Legistar item #19-1231A, is being renewed separately as it encompasses multiple funding sources into the agreement.
These SAF programs address community need within the areas of food/nutritional services, homeless prevention, support services for the homeless, healthcare and human services for disadvantaged residents, and supportive services for an aging population.
Background/Explanation:
SAF Grants are available to qualified non-profit social service organizations desiring to provide services to homeless and low-income residents of Pinellas County to address their health, economic and social well-being.
Human Services released the SAF Grant solicitation on April 6, 2016. Applicants were provided with an overview of the program, the anticipated amount of available funding, instructions on completing the grant application, and all deadlines and location for submission of applications. The application submission deadline was May 9, 2016. Fifty-nine (59) applications were submitted. Nineteen (19) agencies and twenty-two (22) programs were recommended for funding.
