Approval of the Transportation Regional Incentive Program (TRIP) agreement, and corresponding Resolution (Exhibit E), with the Florida Department of Transportation (FDOT) for construction of the Advanced Traffic Management System (ATMS) on Alternate U.S. Highway 19 South from U.S. Highway 19 (34th Street) to S.R. 60 (Gulf to Bay Boulevard).

Chairman to sign, and Clerk of the Circuit Court to attest the agreement.

Summary:

This agreement provides fifty percent (50%) of the construction funding required for the installation of ATMS/Intelligent Transportation System (ITS) on Alternate US 19 South from US Highway 19 (34th Street) to SR 60 (Gulf to Bay Boulevard) in the amount of $1,682,473.00.  Construction is scheduled to begin in the first quarter of Fiscal Year 2019.  Project improvements will enhance traffic flow through video detection and adaptive traffic signal control, provide necessary surveillance on the roadway and traffic conditions, and provide motorists with information for alerts, incidents and evacuations.

 

Background Information:

The project is part of an overall implementation of the Countywide ATMS/ITS effort that was adopted and funded by the Board utilizing the Ninth Cent Local Option Fuel Tax (LOFT) in 2006.

Total project length is approximately 17.5 miles.  The project will include signal improvements, fiber optic communication, adaptive control software, dynamic message signs and closed-circuit television cameras.

The TRIP agreement duration is from the date of full execution to May 29, 2020.

Section 14(a) of this agreement requires the County to indemnify and hold harmless FDOT to the extent permitted by law as limited by and pursuant to the provisions of Section 768.28, Florida Statutes.  County Resolution No. 06-70 prohibits the County from indemnifying others under most circumstances.  FDOT will not modify the indemnification section of this agreement as this is a standard requirement in their agreements.  Staff and the County Attorney agree that the FDOT indemnification requirement is within an acceptable level of risk.

Funding for construction of this project includes a 50% participation from FDOT TRIP ($1,682,473.00) and 50% participation from the Pinellas County LOFT ($1,682,473.00).  The Fiscal Year 2019 (FY19) budget request included this joint-funded project at a total funding amount of $2,562,000.00 and will be updated to reflect the revised amount.
