Recommended Action

Approve the list of BP Projects to be funded along with maximum funding amounts for each project.  Approve a resolution delegating authority to County Administrator to execute agreements with partners to implement approved projects.  Approve FY17 Board Budget Amendment No. 17-01 realigning appropriation within the General Government cost center from the Reserves program to the BP Economic Settlement Projects program within the General Government cost center in the General Fund.

Summary:

The budget amendment realigns $6.8M of the BP Settlement funds from the Reserves program to the BP Economic Settlement Projects program in the FY17 budget.  Appropriation is needed to implement Board approved projects with partners.

The attached list of BP Projects and maximum funding from BP funds for each project represents the consensus of the Board resulting from multiple public engagement activities and work sessions. The Board has found that each of the projects creates or serves a public benefit that the Board intends to be enhanced with the funding.

The resolution will provide delegated authority from the Board to the County Administrator to execute contract and/or expenditures for approved projects.
The Board has indicated a desire to have these projects move forward with all reasonable haste to accomplish the public benefit to improve the health, safety, welfare and quality of life within the County.

 

Background Information:

As a result of the economic impact of the 2010 Deepwater Horizon Oil Spill, the County, along with other local governments, filed suit against the oil rig operator, BP, and in July 2015, the County accepted a $7.1M settlement from BP.

During a work session on October 4, 2016, the Board reached consensus to provide funding for multiple projects throughout the County totaling approximately $7.1M.  One of the projects is arts support ($500,000 funding).  The Board requested Creative Pinellas to provide recommendations for investing these one-time funds.

 

Fiscal Impact:

This amendment will transfer $6.8M from the Reserves program to the BP Economic Settlement Projects program within the General Fund.  The total estimate for all approved projects is $7.1M; however, the St. Petersburg-Tampa High Speed Ferry Pilot Program funding has already been disbursed per Interlocal Agreement executed in August 2016.  The funding was realigned from General Fund reserves in FY16 and will be restored with BP funds.
