Approve the contract with the Florida Department of Health for the operation of the Pinellas County Health Department for FY17 and the delegation of authority to the County Administrator to execute administrative amendments to the contract.

Summary:

This Contract provides the Direct Ad Valorem Support to the State of Florida Department of Health for the operation of the Pinellas County Health Department, pursuant to Chapter 154 Florida Statutes, which states that the intent of the Legislature is to “promote, protect, maintain and improve the health and safety of all citizens and visitors of the State through a system of coordinated county health departments.” County health departments satisfy legislative intent through promotion of the public’s health, as well as the control and eradication of preventable diseases and the provision of primary health care for special populations. 

Services maintained by the Pinellas County Health Department include environmental health services, communicable disease control services and primary care services. The County’s Direct Ad Valorem Support for FY17 also provides enhanced funding of $179,000 for expansion of the dental sealant program from 25 to all 40 Title 1 elementary schools and several middle schools.

The Pinellas County Health Department relies on State and local sources of funding:
            State Appropriated Support                                         $18,257,269.00

Background Information:

This is an annual contract to support the Pinellas County Health Department with the funds generated by a dedicated millage rate levied countywide.  The State periodically requests amendments to the contract based on State and Federal funding adjustments.  Since these adjustments do not change the scope or incur any additional costs for the County, request approval of the delegation of authority to the County Administrator to execute administrative amendments.

The Core contract for DOH Pinellas operations includes state allocations and local ad valorem funding to support environmental Health, communicable disease control, and base primary care services with Pinellas County.

During the first three quarters of FY16 (Oct.-Jun.), DOH Pinellas has provided services to 92,207 clients.  Communicable disease services were provided to 44,447 clients.  Environmental health services were provided to 4,136 clients.  Primary care services including disease prevention, tobacco intervention, Healthy Start, School Health and other programs were provided to 43,624 clients.  This does not include Pinellas County Health Program clients.

Separate from the Core agreement, Pinellas County supports expanded access to critical health services for homeless and Pinellas County Health Program (PCHP) Clients through local partners.  Under these programs, Pinellas County contracts with DOH Pinellas to operate the local Homeless Federally Qualified Health Center designated to the County and to provide expanded primary and dental services along with added specialty care and integrated behavioral health services for eligible clients.  The FY2017 interlocal agreement for these services was approved by the Board on September 14, 2016.

 

Fiscal Impact:

Funds in the amount not to exceed $4,064,110.00 have been identified in the Human Services’ anticipated FY17 appropriation.  These funds are generated by a dedicated millage rate levied countywide.

o                     Direct County Ad Valorem Support: $3,700,100

                     Under Amendment 2 for FY2016, funding for this agreement amended under the state portion:
