Recommended Action
Approval and execution by the County Administrator of the Third Amendment with the State of Florida Department of Health (DOH) for the operation of the Pinellas County Health Department for the Fiscal Year 2017 (FY17).

Summary:
The purpose of the Third Amendment is to incorporate State and federal funding revisions and administrative changes requested by the State of Florida. These administrative changes do not incur any additional costs to the County:
Changes are described in detail in the attached correspondence from the DOH and include the following:
1. Page 2, Core Contract, Section 4, FUNDING, Paragraph (a), (i), is hereby
amended to change the “amount not to exceed” amount to $19,060,786.00;
2. Attachment II, Part I, Page 1 of 1 is hereby amended by replacing the existing
provisions with the attached amended Attachment II, Part I, Page 1 of 1;
3. Attachment II, Part II, pages 1 through 4 are hereby amended by replacing the
existing provisions with the attached amended Attachment II, Part II, pages 1
through 4;
4. Attachment II, Part III, Pages 1 and 2 are hereby amended by replacing the
existing provisions with the attached revised Attachment II, Part III, Pages 1
through 4;
5. Attachment V, Page 2 is hereby amended by replacing the existing
provisions with the attached revised Attachment V, Page 2;
6. Attachment A, Schedule C Detail by Appropriation Category, is hereby amended
by replacing the existing provisions with the attached revised Attachment A,
Schedule C Detail by Appropriation Category, pages 1 through 4;
7. Attachment B, Reconciliation Between Attachment II, Part II, Schedule C, is
hereby amended by replacing the existing provisions with the attached revised
Attachment B of the same name; Page 1 of 1.
8. Attachment D-I are hereby added to show adjustments in funding through
funding memorandums from the department’s Schedule C (17 pages);
Background/Explanation:
The agreement with DOH for the operation of the Pinellas County Health Department outlines the required coordination between the County and DOH for public health services pursuant to Chapter 154, Florida statute. The Board of County Commissioners (Board) approved the FY17 DOH Operations contract in the amount of $ 4,064,110.00 on September 27, 2016; term is October 1, 2016 to September 30, 2017. Because the State of Florida periodically makes funding adjustments reflecting changes in State or Federal support, as well as other administrative changes to the contract, the Board delegated the authority to execute administrative amendments to the County Administrator.
During the first and second quarters of FY17 (October - March), DOH Pinellas provided services to 71,033 clients. Communicable disease services were provided to 30,130 clients. Environmental health services were provided to 3,171 clients. Primary care services including disease prevention, tobacco intervention, Healthy Start, School Health and other programs were provided to 37,732 clients. This is not exclusive to Pinellas County Health Program clients.
According to the 2017 County Health Ranking Report, Pinellas County listed 28th overall within the 67 Florida counties. Respectively, Florida’s urbanized counties compared at: Palm Beach Ranked 8th, Orange Ranked 16th, Broward Ranked 19th, Miami-Dade Ranked 23rd, Brevard Ranked 25th, and Hillsborough Ranked 29th.
When reviewing behavioral health indicators, in 2015, Pinellas County ranks 43rd in suicide rates according to Florida DOH. For Baker Act numbers released by the Baker Act Reporting Center, Pinellas County saw 6.1% of the statewide total in FY2016 and had an increase in involuntary examinations of 11.86% from FY2015 to FY2016.
Fiscal Impact:
This Amendment provides no additional fiscal impact. The original Agreement appropriated an amount not to exceed $4,064,110.00 which is derived from a dedicated millage rate levied countywide.
Delegated Authority:
Authority for the County Administrator to sign this Amendment granted under Code Section 2-62 (a)(1) and by Board approval in Legistar 16-1450A.
