Recommended Action

Approval and execution by the County Administrator of the First Amendment with the State of Florida Department of Health (DOH) for the operation of the Pinellas County Health Department for the Fiscal Year 2017 (FY17).

Summary:

The purpose of the First Amendment is to incorporate State and federal funding revisions and administrative changes requested by the State of Florida.  These administrative changes do not incur additional costs to the County:

Changes are described in detail in the attached correspondence from the DOH and include the following:

1.
                     Page 2, Core Contract, Section 4, FUNDING, Paragraph (a), (i), is hereby
           amended to change the “amount not to exceed” amount to $18,826,134.00;

2.
                     Attachment II, Part I, Page 1 of 1 is hereby amended by replacing the existing 
           provisions with the attached amended Attachment II, Part I, Page 1 of 1;

3.
                     Attachment II, Part II, pages 1 through 4 are hereby amended by replacing the
           existing provisions with the attached amended Attachment II, Part II, pages 1
           through 4;

4.
                     Attachment II, Part III, Pages 1 and 2 are hereby amended by replacing the
           existing provisions with the attached revised Attachment II, Part III, Pages 1 and
           2;

5.
                     Attachment IV, Pages 1 through 3, are hereby amended by replacing the existing
           provisions with the attached revised Attachment IV, Pages 1 through 3;

6.
                     Attachment V, Pages 1 and 2 are hereby amended by replacing the existing
           provisions with the attached revised Attachment V, Pages 1 and 2;

7.
                     Attachment A, Schedule C Detail by Appropriation Category, is hereby amended
           by replacing the existing provisions with the attached revised Attachment A,
           Schedule C Detail by Appropriation category, pages 1 through 4;

8.       Attachment B, Reconciliation Between Attachment II, Part II, Schedule C, is
          hereby amended by replacing the existing provisions with the attached revised  
          Attachment B of the same name;

9.
                     Attachment C is hereby assessed to provide the actual CHD Trust Fund Ending
          Cash Balance by 9/30/16 amounts (3 pages);

10.
                     Attachment D-K are hereby added to show adjustments in funding through
           funding memorandums from the department’s Schedule C (20 pages);

 

Background/Explanation:

The agreement with DOH for the operation of the Pinellas County Health Department outlines the required coordination between the County and DOH for public health services pursuant to Chapter 154, Florida statute.  The Board of County Commissioners (Board) approved the FY17 DOH Operations contract in the amount of $ 4,064,110.00 on September 27, 2016; term is October 1, 2016 to September 30, 2017.  Because the State of Florida periodically makes funding adjustments reflecting changes in State or Federal support, as well as other administrative changes to the contract, the Board delegated the authority to execute administrative amendments to the County Administrator.

During the first quarter of FY17 (October - December), DOH Pinellas has provided services to 37,797 clients.  Communicable disease services were provided to 14,180 clients.  Environmental health services were provided to 2,598 clients.  Primary care services including disease prevention, tobacco intervention, Healthy Start, School Health and other programs were provided to 21,019 clients.  This is not exclusive to Pinellas County Health Program clients.

DOH was 26 of 67 overall in the 2016 County Health Rankings Report for health outcomes.  Pinellas compares in Primary Care Physician patient ratios to similar sized counties and yet does better in Dentist patient ratios when compared to other urban Florida Counties.  Mental Health data is not available at the County level to compare only at a statewide level. The following are categories of the report comparing Pinellas County to the State of Florida:

Mental Health providers was 550:1 compared to 690:1

Primary Care physicians was 1,120:1 compared to 1,390:1

Dentists was 1,560:1 compared to 1,820:1

 

Fiscal Impact:

This Amendment provides no additional fiscal impact.  The original Agreement appropriated and amount not to exceed $4,064,110.00 which is derived from a dedicated millage rate levied countywide.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(2) and by Board approval in Legistar Item 16-1450A.
