Approval and execution by the County Administrator of the Third Amendment with the State of Florida Department of Health (DOH) for the operation of the Pinellas County Health Department for the Fiscal Year 2016 (FY 16).

Summary:

The purpose of the Third Amendment is to incorporate State and Federal funding revisions and administrative changes requested by the State of Florida.  These administrative changes do not incur any additional costs to the County.

Changes are described in detail in the attached correspondence from the DOH and include the following:
1.     Attachment II, Part I: updated special projects, draw-up, and trust balance
2.     Attachment V: updated special projects

 

Background/Explanation:

The agreement with DOH for the operation of the Pinellas County Health Department outlines the required coordination between the County and DOH for public health services pursuant to Chapter 154, Florida Statutes.  The Board of County Commissioners (Board) approved the FY 16 DOH Operations contract in the amount of $3,700,100.00 on November 10, 2015; term is October 1, 2015 to September 30, 2016.  The County Administrator approved the first amendment on March 23, 2016 and the second amendment on August 5, 2016.  Because the State of Florida periodically makes funding adjustments reflecting changes in State or Federal support, as well as other administrative changes to the contract, the Board delegated the authority to execute administrative amendments to the County Administrator.

During the first 3 quarters of FY 16 (October-June), DOH Pinellas has provided services to 92,207 clients.  Communicable disease services were provided to 44,447 clients.  Environmental health services were provided to 4,136 clients.  Primary care services including disease prevention, tobacco intervention, Healthy Start, School Health and other programs were provided to 43,624 clients.  This is not exclusive to Pinellas County Health Program clients.

DOH has climbed from number 35 of 67 in 2014, to 26 of 67 in the 2016 County Health Rankings Report for health outcomes, a 13% improvement over 3 years. 

 

Fiscal Impact:

This Amendment provides no additional fiscal impact.  The original Agreement appropriated an amount not to exceed $3,700,100.00 which is derived from a dedicated millage rate levied countywide.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(2) and by Board approval in Legistar Item 14-400.
