Approval and execution by the County Administrator of Change Order No. 4 (final) with Walbridge Aldinger, LLC (Walbridge) for the Customs and Border Protection Improvement project at the St. Pete-Clearwater International Airport (Airport).

 

                     This project consisted of a complete renovation of the existing Federal Inspection Services (FIS) facility at the Airport due to new U.S. Customs and Border Protection Design Standards.

                     Change Order No. 4 (final) decreases the Board of County Commissioners (Board) approved expenditure by ($45,304.71), accepts the contract as complete, releases all remaining retainage and authorizes final payment.

                     The Board awarded this project on August 21, 2018 for $6,712,487.00.

o                     Change Order No. 1 for time (28 days) was approved by the County Administrator on January 14, 2019.

o                     Change Order No. 2 increased time (62 days) and contract ($345,297.53) was approved by the Board on April 23, 2019.

o                     Change Order No. 3 for time (67 days) was approved by the County Administrator on February 3, 2020.

                     Final completion occurred on July 14, 2020 with a reduction in the amount of ($45,304.71) based on the difference between the preliminary and final quantities used.

Summary:

Change Order No. 4 (final) decreases the Board approved expenditure by ($45,304.71), accepts the contract as complete, releases all remaining retainage and authorizes final payment. The reduction in expenditure is due to the difference between the preliminary estimated and final quantities used. Substantial completion for this project was achieved on December 20, 2019. Final acceptance was granted on July 14, 2020. No liquidated damages shall be assessed.

 

Background/Explanation:

The scope of this project consisted of the renovation of the existing Federal Inspection Services facility at the Airport due to new U.S. Customs and Border Protection Design Standards.

The Board awarded this contract on August 21, 2018 in the amount of $6,712,487.00. Change Order No. 1 added twenty-eight (28) days to the contract and was approved by the County Administrator on January 14, 2019. Change Order No. 2 was approved by the Board on April 23, 2019 which added sixty-two (62) days to the contract and provided an increase in the amount of $345,297.53 to update the current building code fire rating requirements. Change Order No. 3 was approved by the County Administrator on February 3, 2020 which extended the contract by sixty-seven (67) calendar days and converted contracted allowances to owner’s contingency to be used as necessary for the completion of remaining punch list items.
