Recommended Action

Approval and execution by the County Administrator of Change Order No. 3 with Walbridge Aldinger, LLC (Walbridge) for the Customs and Border Protection Improvement project at the St. Pete-Clearwater International Airport (Airport).

 

                     The extension of contract by sixty-seven (67) calendar days, for a revised substantial completion date of January 3, 2020.

                     The completion date has lapsed; however, this change order provides a means for the Airport, Walbridge and US Customs and Border Control to document substantial completion and to provide an audit trail for contract close out and complete final punch out items. 

                     The reallocation of funds provides for additional tasks to be performed under this contract to complete remaining punch list items in preparation for contract close-out.

                     There is no monetary increase associated with this change order.

Summary:

This change order extends the contract by sixty-seven (67) calendar days for a revised completion date of January 3, 2020 and to convert contracted allowances to owner’s contingency to be used as necessary for the completion of remaining punch list items in preparation for contract close-out.  There is no increase to the contract as a result of this change order.  The revised completion date has already lapsed.  Approval and execution of this Change Order will provide a mechanism for the County and Walbridge to document a substantial completion date and to provide an audit trail for the expenditure of converted contracted allowances in preparation of contract close-out items in preparation of contract close-out

 

Background/Explanation:

The scope of this project consists of the renovation of the existing Federal Inspection Services facility at the Airport due to new U.S. Customs and Border Protection Design Standards. The Board of County Commissioners awarded this contract on August 21, 2018. Change Order No. 1 added twenty-eight (28) days to the contract and was approved by the County Administrator on January 14, 2019.  Change Order No. 2 was approved by the Board of County Commissioners on April 23, 2019 which added sixty-two (62) days to the contract and provided an increase in the amount of $345,297.53.
