Approve the award of bid to Walbridge Aldinger, LLC for the St. Pete-Clearwater International Airport (Airport) Customs and Border Protection improvement project.

Bid No. 178-0305-CP (LN): PID No. 002878A; in the amount of $6,712,487.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within two hundred seventy (270) consecutive calendar days.  Authorize the Chairman to sign and Clerk of Court to attest.

Summary:

This project consists of a complete renovation of the existing Federal Inspection Services (FIS) facility at the Airport due to new U.S. Customs and Border Protection Design Standards, demolition and construction is required to the existing FIS interior space, including the existing baggage system.  This project includes but is not limited to the construction of new wall systems (walls for holding cells, secured storage, computer network rooms); interior finishes, baggage handling system, equipment and furniture, computer network infrastructure, upgrades to the existing fire protection system, public address system, access control, security and surveillance systems, limited site work, and associated mechanical electrical and plumbing.

 

Background Information:

FIS is currently used to process general aviation aircraft requiring U.S. Customs clearance.  At the present time, Sunwing Airline’s seasonal flights are pre-cleared in Toronto and Halifax, Canada, prior to entering the U.S. and therefore not required to clear Customs when arriving into PIE.  Both Allegiant and Sunwing are contemplating adding flights from international destinations that do not currently provide Customs pre-clearance services.  In order to provide Customs post-clearance services, PIE is upgrading FIS to meet the new 2017 U.S. Customs and Border Protection Design Standards to accommodate future international air carrier flights.

The Airport Fund includes the local share of FAA grant funded elements ($2,159,388) and FAA unfunded element, Owner’s Contingency ($520,000).

 

Funding for this project is derived from the Federal Aviation Administration (FAA) annual entitlement grant for FY 2018 (Granicus # 18-963A) and a Florida Department of Transportation (FDOT) Joint Participation Agreement (JPA) that was approved by the Board of County Commissioners on June 19, 2018.
