Recommended Action

Approval by the County Administrator of the Third Amendment to the Funding Agreement with Neighborly Care Network, Inc. (Neighborly) to provide additional food and nutrition services through the Meals on Wheels program.

 

                     The Third Amendment provides for a funding increase of $100,000.00 to Neighborly to support an additional 58 clients receiving meals and nutritional services through the Meals on Wheels and senior lunch programs.

                     The new total not-to-exceed amount of $296,000.00 is included in the FY19 Human Services Adopted Budget and includes a total of $200,000.00 allocated through the FY19 “Home Delivered Meals Program for Seniors” Decision Package (Decision Package).  

                     This additional non-recurring additional allocation is incorporated into a multiyear agreement which currently expires on September 30, 2019.Body

Summary:

This Amendment provides for a funding increase of $100,000.00 to Neighborly to support additional meals and nutritional services through the Meals on Wheels and senior lunch programs. This additional non-recurring allocation is incorporated into a multiyear agreement which currently expires on September 30, 2019.

 

Background Information:

Neighborly provides food and nutritional services to homebound seniors age 60 and older in Pinellas County. Neighborly currently receives $196,000.00 from Pinellas County to provide food/nutrition services through Meals on Wheels and senior lunch programs. The $100,000.00 increase in funding will help provide meal services for an additional 58 seniors on the program’s waitlist.  With this amendment, total funding support will be $296,000.00 and will provide approximately 44,100 meals for seniors at $6.71 per meal. 

In Fiscal Year 2018 (FY18), the overall Neighborly program reported 8,154 clients served and total program meals of 419,400.

In addition to the senior meal support above, the Area Agency on Aging of Pasco-Pinellas, Inc. (AAA) will receive $100,000.00 for a pilot senior meal program under Legistar Item #18-1136D.  The pilot is intended to allow AAA to assess geographic vulnerability strategies and alternative delivery service options that can provide greater meal choice.   

 

Fiscal Impact:

 

The Third Amendment provides an additional $100,000.00 bringing the new total not-to-exceed amount to $296,000.00 for FY19 as follows:

 

Third Amendment: $100,000.00

Second Amendment: $100,000.00                                          

Original Agreement: $96,000.00                                          

Total not-to-exceed amount for FY19: $296,000.00

 

The total not-to-exceed amount of $296,000.00 is included in the FY19 Human Services Adopted Budget and includes a total of $200,000.00 allocated through the FY19 “Home Delivered Meals Program for Seniors” Decision Package (Decision Package).  

  

The total amount of funding allocated through the Decision Package is $300,000.00. The remaining $100,000.00 will be allocated to the AAA for a home delivery meals pilot program.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
