Approve and execute the Funding Agreement with Area Agency on Aging of Pasco - Pinellas, Inc. (AAAPP) for a home delivery meals pilot program.

● This Funding Agreement provides for home delivered meals to seniors in Pinellas County. 

● Funding in an amount not to exceed $100,000.00 has been included in the Human Services’ General Fund appropriation request for FY19 to implement this decision package program.

Summary:

This Agreement provides funding for home delivered meals to seniors in Pinellas County.  This pilot program will assess an alternative senior meal delivery opportunity. The program will provide meals which will eliminate food insecurity for additional seniors in Pinellas County who are on a waiting list based on greatest economic and social need.  The Tampa Bay Network to End Hunger (TBNEH) has identified zip codes within Pinellas County where access to groceries and food banks are limited for seniors. Utilizing this hunger map, AAAPP will identify the neediest seniors for this funding. As part of this program, seniors will also receive educational materials about nutrition.

 

Background/Explanation:

The Area Agency on Aging of Pasco-Pinellas, Inc. (AAAPP) is a non-profit agency serving seniors and their caregivers in Pasco and Pinellas. AAAPP is focused on funding, advocacy, services and programs for seniors.

Food insecurity is a growing issue among frail seniors in Pinellas County. Older, lower-income seniors who have trouble driving, food shopping, or paying for food are at risk of institutionalization simply because they cannot get enough food. In Pinellas County, 31% of seniors live alone.

AAAPP will administer this program as a pilot in order to assess the benefits of alternative delivery and service options to meet senior needs with an estimated 13,000 meals at $7.00 per meal. AAAPP has been vetting Mom’s Meals and will review and select an appropriate vendor to provide seniors with a greater choice in their meal delivery options.
In addition to the senior meal pilot through AAAPP, Pinellas County is enhancing senior meal access through Neighborly Care Network, Inc. (Neighborly). Legistar Item #18-1134D adds $100,000.00 to Neighborly’ s agreement bringing their total support to $296,000.00.

 

Fiscal Impact:

Funding in an amount not to exceed $100,000.00 was included in the FY19 Adopted Budget as allocated through the FY19 “Home Delivered Meals Program for Seniors” Decision Package.  AAAPP will allocate 93% of the total contract amount to meals and the remaining 7% will be allocated to administrative costs.

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
