Approval of the Third Amendment with KPMG LLP (KPMG) to design a Coordinated Access Model (CAM) as Phase 3 of the strategic plan to elevate the Adult Behavioral Health System of Care in Pinellas County.
• This Third Amendment provides funding for KPMG to move forward on Phase 3 which includes the research and design of a CAM. This 44-week Phase will involve four (4) work streams: CAM Design, Request for Proposal (RFP) Development Support, Review and Analyze Vendor Responses, and Implementation Initiation Support.
• The contract with KPMG is for an actionable strategic plan to enhance and elevate the Pinellas County Adult Behavioral Health System.
• An amount not to exceed $1,100,000.00 has been identified in General Fund Reserves for Phase 3 of this project. A Human Services Budget Amendment will be required
• The original Agreement was executed December 10, 2019. The First Amendment, dated April 21, 2020, provided a no-cost extension to allow for public presentation and discussion during a time of travel and other restrictions due to COVID-19. The Second Amendment provided funding for Phase 2 which included the development and implementation of an ODS.
• At the conclusion of Phase 1, two key recommendations were made for next steps:
o Optimal Data Set (ODS) (Phase 2); and
o Coordinated Access Model (CAM) (Phase 3)
Contract No. 190-0003-LI(PLU) increase in the amount of $1,100,000.00 for a revised total contract value of $2,119,742.00 with an annual amount of $1,059,871.00 through July 31, 2022.

This Third Amendment provides funding for KPMG to move forward on Phase 3 which includes the research and design of a CAM. This 44-week Phase will involve four (4) work streams: CAM Design, Request for Proposal (RFP) Development Support, Review and Analyze Vendor Responses, and Implementation Initiation Support. A CAM allows for increased transparency in how clients, families, caregivers, and professionals can access appropriate behavioral health services within our system of care. Specifically, the CAM is designed to provide centralized intake, standardized practices, performance management, strategic planning of resource utilization, and consumer choice.

Background Information:
In December of 2019, following release of a competitive Letter of Interest, the County entered into an agreement with KPMG for an actionable strategic plan that would enhance and elevate the Pinellas County Adult Behavioral Health System. The resulting strategic report outlined pathways towards an improved system of care. KPMG further recommended prioritizing two key actions:
1. Establish a systemic performance management approach collectively with all funders and contractual ODS requirement for all providers
2. Establish a robust CAM with a 1-800 number, standardized screening, triage, and scheduling practices, and evaluation of current provider systems
As implementation of the ODS enters the final stages, this Third Amendment moves the project ahead to Phase 3 to design the CAM.
Fiscal Impact:
Funding in an amount not to exceed $1,100,000.00 has been identified in General Fund Reserves for Phase 3 of this project. A Human Services Budget Amendment will be required.
