Recommended Action

Approval and execution by the County Administrator of the First Amendment to the Agreement with KPMG, LLP (KPMG) for a project design to elevate the Adult Behavioral Health System.

 

                     This project consists of a 12-week, 4 phase engagement working collaboratively with local stakeholders to design an innovative adult behavioral health system that enhances access to care, service continuity, and best practice models to serve County residents

                     The First Amendment is for an extension of ninety (90) days due to delays in meeting and coordinating with stakeholders attributed to COVID-19.  The extension will allow time for stakeholder follow-up.

                     The Board of County Commissioners (Board) awarded this contract in the amount of $464,742.00 on December 10, 2019.  There is no fiscal impact associated with this Amendment.

 

Contract No. 190-0003-LI(PLU) in the amount of $464,742.00 through June 30, 2020.

Summary:

The First Amendment provides an extension due to current events impacting travel, meetings, and work plans, extending the Agreement through June 30, 2020.

 

Background/Explanation:


In 2018, the County processed 10,645 adult involuntary mental health examinations.  Additionally, from May 2017 through November 2018, 1,266 substance abuse crisis holds related to the Marchman Act were accepted into the County jail with 490 Marchman Acts being diverted for medical reasons and transferred to an emergency room.  Many of these high need clients revolve across systems, failing to engage and connect to services.  The County continues to see an increase in Opioid related deaths and an increase in 911 transports related to suspected overdose.

 

Fiscal Impact:

There is no fiscal impact associated with this Amendment.

 

Total expenditure not to exceed:  $464,742.00.

 

Delegated Authority:

Authority for the County Administrator to authorize the First Amendment is granted under Code Section 2-62 (a)(2).
