Approval of the Agreement with KPMG LLP (KPMG) for Adult Behavioral Health Consulting Services.

 

                     Following release of a competitive Letter of Interest, five responses were received for adult behavioral health consulting services.

                     A review committee consisting of Central Florida Behavioral Health Network, Pinellas County Sheriff’s Office, Florida Department of Health in Pinellas and Pinellas County staff ranked the responses with KPMG receiving the top ranking for selection.

                     KPMG will provide innovative solutions to elevate the system of care to include the integration of primary health care, behavioral health care, justice and homeless services, and other critical services.    

                     The proposed services will be a twelve-week engagement over four phases: Define, Discover, Design, and Recommendations. Project completion is anticipated in February/March 2020.

                     The total Agreement cost is an amount not to exceed $464,742.00 for consulting services inclusive of all project costs.

Summary

Following release of a competitive Letter of Interest, 5 proposals were received for an evaluation of the adult behavioral health services in Pinellas County.  Purchasing held a review of the proposals by a selection team consisting of CFBHN, PCSO, DOH Pinellas, and County staff.  Three (3) of the proposers were asked to present to the team.  KPMG was selected as the top proposal to move forward for behavioral health consulting services. 


KPMG’s proposal consists of a 12-week, 4 phase project working collaboratively with local stakeholders to design an innovative adult behavioral health system that enhances access to care, service continuity, and best practice models to serve Pinellas residents. Their approach will engage local stakeholders in a collaborative review across systems including behavioral health, health, justice, homelessness, and other critical service areas.

Background Information:

In 2018, Pinellas County saw 10,645 adult Involuntary mental health examinations (Baker Act- refer to support information). Additionally, from May 2017 through November 2018, related to substance abuse for crisis holds, 1,266 substance abuse-related Marchman Acts (Marchman Act - refer to support information) were accepted into the Pinellas jail with 490 Marchman Acts being diverted for medical reasons and transferred to an ER.  Many of these high need clients revolve across systems, failing to engage and connect to services.  Pinellas County continues to see an increase in Opioid related deaths and an increase in 911 transports related to suspected overdose.
