Approval and execution by the County Administrator of extension of the Fourth Amendment to the Behavioral Health Consulting Services Agreement with KPMG, LLC. (KPMG).

                     This contract provides innovative solutions to elevate the system of care to include the integration of primary health care, behavioral health care, justice and homeless services, and other critical services.

                     This Fourth Amendment is an extension at no cost to the County to provide time for the completion of activities related to the Coordinated Access Model (CAM) Implementation Initiation.

                     The current Agreement expires on July 31, 2022, and this amendment will extend the term through July 31, 2023, to provide for full delivery and validation of the remaining deliverables under the current agreement.

                     There is no additional fiscal impact related to this amendment.

                     Prior approvals for this item include:

o                     The original agreement was approved by the Board of County Commissioners on December 10, 2019, in the amount of $464,742.00 for a twelve-week engagement over four phases: define, discover, design, and recommendations.

o                     The First Amendment approved May 1, 2020, by the County Administrator provided a 90-day no-cost extension to allow for public presentation and discussion during a time of travel and other restrictions due to COVID-19.

o                     The Second Amendment, approved by the Board of County Commissioners (Board) on October 20, 2020, for an increase in the amount of $555,000.00, provided funding for Phase 2 which included the development and implementation of an Optimal Data Set (ODS) and increase the contract duration to July 31, 2021.

o                     The Third Amendment, approved by Board on June 8, 2021, for an increase in the amount of $1,100,000.00 and a revised total contract amount of $2,119,742.00, provided for the design and procurement support for the CAM and increased the contract duration to July 31, 2022.

 

Contract No. 190-0003-LI(SCB) for a total contract value of $2,119,742.00 with an average annual expenditure of $706,580.66 through July 31, 2023. No fiscal impact is associated with this amendment.Body

Summary:

This Fourth Amendment is a no-cost extension to provide additional time for the completion of activities related to the CAM implementation initiation.  Specifically, the remaining support to be provided under the current agreement includes:  

1. Initial Development of a CAM contract Statement of Work (SOW): 

- Drawing on the RFP requirements and the information received from the selected CAM vendor, KPMG will support the County in drafting a specific SOW for each phase of the CAM operation.

- The SOW will include detailed workflows by phase and align the RFP requirements by phase with the capabilities the vendor has demonstrated thus far. 

- Throughout the process, KPMG will support the County in flagging functions where there appears to be a fit-gap where the vendor has not yet demonstrated that their existing technology can meet the functionalities described in the RFP. These areas will be flagged for further discussion with the vendor as areas where there is an engineering/innovation need to meet the County’s goals and areas for discussion during contract negotiations.

2. Refinement of the SOW with the vendor and Human Services through collaborative working sessions.  Key activities undertaken by KPMG will include: 

- Support the County in validating the SOW with the vendor, providing an opportunity for the vendor to identify any additional fit-gaps by phase.

- Support the facilitation of sessions with the vendor, Human Services, and the Purchasing Department to develop plans to address these fit-gaps. Options include identifying modifications that may need to be made to the SOW, or engineering/innovation needs that may need to be addressed by the vendor.

- Track, analyze, and report the potential impact of any of these changes or fit-gaps.

- Support the facilitation of discussions with the vendor, Human Services, and other stakeholders to refine the SOW for the CAM's interactions with other partners in the system, including 988.

The above activities are in line with those codified in the Third Amendment.

 

Background/Explanation:

In December of 2019, following the release of a competitive Letter of Interest, the County entered into an agreement with KPMG for an actionable strategic plan that would enhance and elevate the Pinellas County Adult Behavioral Health System.  The resulting strategic report outlined pathways toward an improved system of care. KPMG further recommended prioritizing two key actions:

1.
                     Establish a systemic performance management approach collectively with all funders and contractual ODS requirements for all providers.
2.
                     Establish a robust CAM with a 1-800 number, standardized screening, triage, scheduling practices, and evaluation of current provider systems.​

 

Fiscal Impact:

There is no fiscal impact associated with this amendment.

 

Delegated Authority:

Authority for the County Administrator to sign this extension is granted under (Code Section 2-62(a)(2).
