Approval and execution by the County Administrator of the Second Amendment with Wharton Smith, Inc. for professional design build services pertaining to the North Redington Beach Fire Rescue Station and Lift Station Replacement project.

 

                     This contract is for professional design build services consisting of architectural and engineering design, construction documents, and permitting and construction services (2 phases) for the North Redington Beach Fire Rescue Station and Lift Station Replacement project.

                     Amendment No. 2 releases $150,000.00 of the $202,000.00 held in retainage for construction services of the lift station portion of the project, per the contract documents.

                     Additionally, this amendment extends the substantial completion date by 397 calendar days to November 30, 2023, for completion of additional work not included in the original agreement which consists of a maintenance platform connected to a generator that is paid through the unspecified portion of the contract with no increase to the overall construction not to exceed amount.

                     Construction of the fire rescue station is anticipated to start upon lift station completion, anticipated in late 2023 with a construction duration of approximately one (1) year. Wharton Smith, Inc. is the contractor for both the lift station and the fire rescue station. Construction Services staff will present the Guaranteed Maximum Price (GMP) for the construction of the fire rescue station at a future Board meeting following negotiation.

                     Because this amendment releases funding held in retainage and extends the timeline, it has no fiscal impact.

                     Funding is available for the project under CIP Project 003205A Pump Station 079 Improvements (North Redington Beach), included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.

 

Contract No. 189-0190-NC; releases $150,000.00 of the $202,000.00 held in retainage for construction services and extends the timeline 397 calendar days for a revised completion date of November 30, 2023.

Summary:

A new lift station (wet well, pumps, and flow meters) was designed and constructed to better facilitate flows from the towns of Redington Shores and North Redington Beach to Pinellas County Utilities’ wastewater collection system. The construction of the new lift station was scheduled for completion February 13, 2023. Delays in the manufacturing and delivery of multiple pieces of electrical equipment extended the project timeline.

 

Background/Explanation:

Phase 1 of the project was approved on October 20, 2020, in the amount of $527,783.00 for contractor administration fees, costs for bidding the work to subcontractors’ services, coordination with the design of the fire rescue station, and GMP.

Phase 2 of the project was approved on January 25, 2022, in the amount of $4,309,895.00 for construction services for the lift station portion of the project. Phase 2 was approved under the First Amendment of the Agreement.

 

This is a joint project between Pinellas County Utilities (PCU) and Construction Services. Construction Services will be constructing a fire rescue station, and PCU is replacing Lift Station 79 at the site of the Town Hall for the City of North Redington Beach. Lift station 79 collects the wastewater from both the Town of North Redington Beach and the Town of Redington Shores. Both towns are wholesale customers of Pinellas County Utilities, whose flows are metered for billing at this lift station. The wastewater is pumped out of the lift station into the wastewater collection system that terminates at the South Cross Bayou Advanced Water Reclamation Facility.

 

The new fire rescue station is a priority project. Due to limited space for both the fire rescue station and the lift station, the old lift station needed to be relocated to a different location on the property to facilitate the construction of the fire rescue station. The fire rescue station has separate schedules and budgets. Construction of the fire rescue station is anticipated to start after the lift station is completed in late 2023 and has a construction duration of approximately 1 year. Wharton Smith, Inc. is the contractor for both the lift station and the fire rescue station projects.

 

Fiscal Impact:

No additional funding is being requested.
