Approval and execution by the County Administrator of Change Order No. 1 (Final) with Wharton Smith, Inc. for professional design build services pertaining to the North Redington Beach Fire Rescue Station and Lift Station Replacement project.

 

                     This contract was for professional architectural and engineering design build services, development of construction documents, permitting and construction phase services for the North Redington Beach Fire Rescue Station and Lift Station Replacement project.

                     Change Order No. 1 (Final) decreases the contract amount by ($277,569.02) and accepts the contract as complete for the lift station portion of the project; the fire rescue station will not be completed under this contract due to market conditions exceeding budget.

                     This design-build project was awarded on October 20, 2020, in the amount of $527,783.00; notice of commencement occurred on November 02, 2020, for a duration of 305 days; Amendment No. 1 increased the contract amount to $4,837,678.00 on January 25, 2022, and added 529 calendar days for approval of the contractor’s Guaranteed Maximum Price for the Lift Station Replacement work; Amendment No. 2 added 397 calendar days to the contract accounting for supply chain issues affecting material delivery dates.

 

Contract No. 189-0190-NC; PID No. 003205A; decrease the contract by ($277,569.02) for a revised total amount of $4,560,108.98 and add an additional 72 days to the contract to bring the contract to a final completion date of January 4, 2024.

Summary:

Change Order No. 1 (final) decreases the contract amount by ($277,569.02) and accepts the contract as complete. The project was substantially complete on July 12, 2023, and obtained final completion on January 04, 2024.

The County has decided not to proceed further under this contract with the construction of the North Redington Beach Fire Rescue Station portion of the project.

 

Background/Explanation:

This is a joint project between Pinellas County Utilities (PCU) and Construction Services. Construction Services was to construct a fire rescue station, and the PCU portion of the project was to replace Lift Station 79 at the site of the Town Hall for the City of North Redington Beach.

 

Lift station 79 collects the wastewater from both the Town of North Redington Beach and the Town of Redington Shores. Both towns are wholesale customers of Pinellas County Utilities whose flows are metered for billing at this lift station. The wastewater is pumped out of the lift station into the wastewater collection system that terminates at the South Cross Bayou Advanced Water Reclamation Facility.

 

The fire rescue station guaranteed maximum construction price exceeded the project budget and therefore the County has decided not to proceed forward with this portion of the project under this contract.

 

Fiscal Impact:

No additional funding is being requested.

Funding for this project was budgeted under Pump Station 079 Improvements (North Redington Beach) Project 003205A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.

Authority for the County Administrator to approve and execute this Third Amendment is granted under Code Section 2-62(a)(3).
