Approval and execution by the County Administrator of the Renewed and Restated Coastal Route Funding Agreement with the Pinellas Suncoast Transit Authority (PSTA) and Funding Partners for Jolley Trolley Fixed Route Services along the Coastal Route.
• Funding Partners include City of Clearwater Downtown Development Board and the Cities of Dunedin and Tarpon Springs.
• Restated Agreement renews and continues original Agreement for an initial three-year term with a two-year renewal option.
• Partner funding supplements trolley fares paid by the public and is based upon actual revenue hours for the term.
• County’s annual contribution is approximately 3.7% of total route costs.
• Fiscal Years (FY) 2021-2022 costs were $45,590.00/year. The FY23 cost is a 16% increase in partner annual contribution.
• FY23-25 will not exceed $169,577.00:
o FY23 = $53,058.00
o FY24 = $56,453.00 (6.4% programmed increase)
o FY25 = $60,066.00 (6.4% programmed increase)
• Funding is derived from the Transportation Trust Fund.

Summary:
Approval of the Restated Agreement will renew the Coastal Route Funding Agreement with the PSTA and the Funding Partners beginning October 1, 2022. Funding will be based upon actual revenue hours provided along the Coastal Route, with rates set to increase annually by six and four-tenths percent (6.40%), as detailed in Exhibit 2, for FY24 and FY25.
This Agreement provides funding for the PSTA to supplement Trolley fares paid by the public. The combined total funding by the partnering agencies enables PSTA to continue fixed route trolley services between Clearwater Beach, downtown Clearwater and the Tarpon Springs Sponge Docks, with service stops in Dunedin and Palm Harbor/Ozona.
Background/Explanation:
The Coastal Route trolley service enhances the PSTA’s transportation. The County has provided funding for this fixed route service since 2010. PSTA recently renewed and entered into a new Agreement with Jolley Trolley Transportation of Clearwater, Inc. to provide fixed route trolley services effective through September 30, 2032.

The above rates increase annually by six and four-tenths percent (6.40%), as detailed in Exhibit 2. Percentages detailed above reflect the portion of the total each Funding Partner is responsible for per the terms of Agreement, including the potential two (2) year renewal terms.
