Approval and execution by the County Administrator of the funding agreement with the Pinellas Suncoast Transit Authority (PSTA), City of Clearwater Downtown Development Board (CDDB), City of Tarpon Springs, and the City of Dunedin for the Jolley Trolley Coastal Route.
This agreement provides $35,049 to partially fund trolley services for the Coastal Route beginning October 1, 2016 and ending on September 30, 2017.

Summary:
This agreement provides funding for PSTA to supplement trolley fares paid by the public. The combined total funding by the partnering agencies enables PSTA to continue fixed route trolley services between Clearwater Beach, downtown Clearwater and the Tarpon Springs Sponge Docks, with service stops in Dunedin and Palm Harbor/Ozona. This agreement is presented for the contract period from October 1, 2016 to September 30, 2017.
Background/Explanation:
The Coastal Route trolley service enhances PSTA’s transportation alternatives by providing a fixed route transit service from Clearwater Beach to the Tarpon Springs Sponge Docks, increasing transportation opportunities for the public. The County has provided funding for this fixed route service since 2010.
Fiscal Impact:
The County’s portion of funding in the amount of $35,049 is provided through the Transportation Trust Fund. The distribution of funding by the parties for this one (1) year contract term is as follows:

PSTA has established a farebox recovery estimate and an advertising recovery estimate, as set forth in the funding formulas on page 16 of exhibit 1 to the agreement. Should fares received over the term of the agreement fall short of the farebox recovery estimate, PSTA will pay the shortfall. If advertising revenue received falls short of the advertising recovery estimate, the partners as identified in this agreement will pay the shortfall for an amount of $20,880. The amount due will be pro-rated among the partners based on the percentages of each partner’s financial contribution.
