Approval and execution by the County Administrator of the updated Notice of Federal Interest for the Bayside Health Clinic as required by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), for the capital improvement grant, which provided funding for the expansion of the facility.

●The Board accepted the Capital Assistance for Disaster Recovery and Expansion (CADRE) award on October 20, 2020 to expand the Bayside Health Clinic by 1,251 square feet and increase the capacity and capability to respond to and/or recover from future emergencies and/or disasters and support continuity of access to high quality primary care services for underserved and vulnerable populations.

● As the grantee, Pinellas County Board of County Commissioners (Board), is required to attach a lien to the Bayside Health Clinic, called a Notice of Federal Interest, as a condition of the grant award utilized to fund the construction of the facility to protect the federal interest in the project.

Summary:

The grantee, Pinellas County Board of County Commissioners (Board), is required to attach a lien to the Bayside Health Clinic called a Notice of Federal Interest as a condition of the grant award utilized to fund the construction of the facility. The purpose of the Notice of Federal Interest is to protect the Federal Government’s interest in the property and the purpose for which the funds were originally awarded.

The Board accepted the Capital Assistance for Disaster Recovery and Expansion (CADRE) award on October 20, 2020 to expand the Bayside Health Clinic by 1,251 square feet and increase the capacity and capability to respond to and/or recover from future emergencies and/or disasters and support continuity of access to high quality primary care services for underserved and vulnerable populations.

 

Background/Explanation:

In October 2020, Pinellas County was awarded CADRE funding for the Health Care for the Homeless program from the Health Resources and Service’s Administration (HRSA). HRSA’s Fiscal Year 2020 CADRE award provides federal funding to health centers Pinellas County was awarded $811,861.00 to increase the overall square footage of the Bayside Health Clinic by approximately 1,251 square feet adding exam rooms that will be equipped to handle isolation/negative pressure; and/or storage of personal protection equipment and hazardous material supplies. Current exam rooms will be renovated and utilized for supportive services (i.e. telehealth, HIV Navigator, behavioral health). One-time funding for a project period of 36 months, from September 1, 2020 through August 31, 2023.

On November 8, 2011, the Board approved the grant application and was subsequently awarded a capital improvement grant for $5.0 million (#C8ACS23732) from HRSA for the construction of the Bayside Health Clinic. The Bayside Health Clinic construction was completed by Creative Contractors on March 30, 2016 and the Certificate of Substantial Completion and Certificate of Occupancy were issued by the County. The clinic officially opened for service on April 18, 2016.  The original Notice of Interest was signed and filed on January 10, 2017.

Delegated Authority:

Authority for the County Administrator to sign this Notice of Federal Interest for grant award compliance is granted under Code Section 2-62(a)(1).
