Approval and execution by the County Administrator of the Notice of Federal Interest for the Bayside Health Clinic as required by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), for the capital improvement grant, which provided funding for the construction of the facility.

Summary:

The grantee, Pinellas County Board of County Commissioners, is required to attach a lien to the Bayside Health Clinic called a Notice of Federal Interest as a condition of the grant award utilized to fund the construction of the facility. The purpose of the Notice of Federal Interest is to protect the Federal Government’s interest in the property and the purpose for which the funds were originally awarded.

The Bayside Health Clinic construction was completed by Creative Contractors on March 30, 2016 and the Certificate of Substantial Completion and Certificate of Occupancy were issued by the County. The clinic officially opened for service on April 18, 2016.

 

Background/Explanation:

On November 8, 2011, the Board of County Commissioners (Board) approved the grant application and was subsequently awarded a capital improvement grant for $5.0 million (#C8ACS23732) from HRSA for the construction of the Bayside Health Clinic. Following review and feedback from community stakeholders and the Board of County Commissioners (Board), the Human Services Department coordinated with the State of Florida Department of Health in Pinellas County, the Real Estate Management Department, and Creative Contractors, Inc. on design drawings of a reduced scale facility for submission to HRSA.

On July 21, 2015, the Board approved the two (2) Notice of Awards from the HRSA approving the reduced size of the Bayside Clinic (#C8ACS2373201-06) and extending the project period by one (1) year, through April 30, 2016 (#C8ACS2373201-07).  The new clinic design is a 3,078 square foot, one-story, free-standing facility with exam rooms, dental rooms, and offices for confidential counseling. While the total revised project budget for the grant is $2,052,828, inclusive of equipment and furniture, HRSA did not amend the total grant budget allocation of $5,000,000.  The reduced scale project was finished on time and within the revised reduced budget, not requiring the additional $3,001,386 in funding available from HRSA. Thus the total reimbursed on the capital grant was $1,998,614.  The grant has since been closed out in HRSA’s Electronic Handbook Grant Management and Reporting System.
