Approval and execution by the County Administrator of the updated Notice of Federal Interest for the Bayside Health Clinic as required by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), for the capital improvement grant, which provided funding for the expansion of the facility.

●The Board accepted the American Rescue Plan Act Health Center Infrastructure Support (ARP-Capital) award on November 9, 2021 to expand the Bayside Health Clinic by approximately 1,100 square feet for additional dental and behavioral health service capacity.

● As the grantee, Pinellas County Board of County Commissioners (Board), is required to attach a lien to the Bayside Health Clinic, called a Notice of Federal Interest, as a condition of the grant award utilized to fund the construction of the facility to protect the federal interest in the project. 

● There is no fiscal impact associated with this item.

Summary:

The grantee, Pinellas County Board of County Commissioners (Board), is required to attach a lien to the Bayside Health Clinic called a Notice of Federal Interest as a condition of the grant award utilized to fund the construction of the facility. The purpose of the Notice of Federal Interest is to protect the Federal Government’s interest in the property and the purpose for which the funds were originally awarded.

The Board accepted the American Rescue Plan Act Health Center Infrastructure Support (ARP-Capital) award on November 9, 2021 to expand the Bayside Health Clinic by approximately 1,100 square feet for additional dental and behavioral health service capacity.

 

Background/Explanation:

The original Notice of Interest on the Bayside Health Clinic property was signed and filed on January 10, 2017. In October 2020, Pinellas County was awarded CADRE funding for the Health Care for the Homeless program to increase the overall square footage of the Bayside Health Clinic by approximately 1,251 square feet adding exam rooms that will be equipped to handle isolation/negative pressure; and/or storage of personal protection equipment and hazardous material supplies. An updated Notice of Federal Interest was signed and filed on February 25, 2021.

In September 2021, Pinellas County was awarded Fiscal Year 2021 ARP-Capital funding from the Health Resources and Service’s Administration (HRSA) in the amount of $532,472.00 for the Health Care for the Homeless program.  This one-time funding will be used to increase the overall square footage of the Bayside Health Clinic by 1,100 square feet for the expansion of dental and behavioral health services.
